Body
RECOMMENDATION

Staff recommends Council award a purchase contract in the amount of $1,294,139 for the purchase of truck mounted service and utility bodies.

EXECUTIVE SUMMARY

The Transportation Department, Fleet Management Division, is seeking to establish a requirements contract for service and utility bodies to be installed on City-owned cab and chassis trucks used by various departments and divisions within the City of Fresno.  The trucks receiving these custom designed bodies are used for a multitude of specialized functions that vary from servicing water well sites, sewer lift station pumps, building maintenance, street maintenance, and various other activities that require an extensive amount of tools and equipment to be carried to the job site. The majority of the service and utility bodies purchased under this contract will be for replacement trucks that have reached the end of their economic life.  The 13 service and utility bodies listed in the bid specifications were for bidding purposes and representative of the different types of service and utility bodies purchased each year.  For FY16, Fleet has planned five units for the Water Division, five units for Median Island Maintenance, and three units for Parks Maintenance.  Actual quantities and types will vary each year and depend on appropriations approved by the Council in the adopted budget.

BACKGROUND

The Transportation Department, Fleet Management Division, is seeking to establish a requirements contract for service and utility bodies to be installed on City-owned cab and chassis trucks used by various departments and divisions within the City of Fresno. Specifications were prepared and sent electronically via planet bids; thirteen prospective bidders opened the bid specification for review.  The Notice Inviting Bids was published on December 5, 2014, and posted on the City website.  One bid proposal was received at a public bid opening on December 23, 2014, from Scelzi Enterprises of Azusa, California.  Staff polled prospective bidders who did not bid, to ascertain why they chose not to bid.  Some indicated they would be using Scelzi utility bodies and did not see any point in bidding against Scelzi.  Others indicated they did not manufacture this type of product and chose not to bid.  One prospective bidder in Sacramento, California, had prepared a bid submittal; however, this bidder had a family emergency and was not able to complete the actual submittal by the due date.  Staff has reviewed the pricing offered in the bid proposal and considers it competitive.  Staff feels rebidding this contract may only bring one additional bidder with little, if any, better pricing based on the distance of transporting the base chassis to and from Sacramento when purchasing a truck body.

ENVIRONMENTAL FINDINGS

By the definition provided in the California Environmental Quality Act Guidelines Section 15378 the award of this contract does not qualify as a "project"; therefore, it is exempt from the California Environmental Quality Act requirements.

LOCAL PREFERENCE

Local preference was not applied because only one entity bid on this project.

FISCAL IMPACT

Funding is available for truck mounted service and utility body purchases in the Fleet Replacement Fund appropriations approved in the FY16 adopted budget.
