***RESOLUTION - Adopt the Fifth Amendment to the FY 2026 Salary Resolution No. 2025-177 amending Exhibit 13-1, Unit 13, Exempt Supervisory and Professional (CFPEA), by adding the new classification of Cybersecurity Specialist and the respective salary step plan range of $9,105 - $11,070 monthly, effective September 8, 2025; and amending Section 14, Professional Certificate and License Pay, to include Doctor of Veterinary Medicine license, effective September 1, 2025 (Subject to Mayor’s Veto)

RECOMMENDATION
It is recommended that Council adopt the Fifth Amendment to the Fiscal Year 2026 Salary Resolution No. 2025-177 to add the new classification of Cybersecurity Specialist with the respective salary step plan range, effective September 8, 2025; and amending Section 14, Professional Certificate and License Pay, to include Doctor of Veterinary Medicine license, effective September 1, 2025.
EXECUTIVE SUMMARY
The Information Services Department - Cybersecurity Division, has a need for a new Cybersecurity Specialist classification to provide technical leadership in the development of secure IT infrastructure. This new classification will also be focused on the development and maintenance of cybersecurity tools and infrastructure used in monitoring, threat detection and incident response and evaluating the effectiveness of security solutions to protect against unauthorized access and cyber threats.
The Cybersecurity Specialist job classification is recommended to be placed in Exhibit 13-1, Unit 13, - Exempt Supervisory and Professional with a respective salary step plan range of $9,105 - $11,070 monthly.
Section 14, Professional Certificate and License Pay, has been updated to include Doctor of Veterinary Medicine (DVM) to the list of acceptable licenses in this section. Employees who hold a permanent position in Exhibit 2 who possess a DVM license are eligible to receive $300 per month at the sole discretion of the City Manager.
This action will not require additional appropriations. The City has provided notice to the respective bargaining units and has met its meet and confer obligation.
BACKGROUND
The Information Services Department - Cybersecurity Division is focused on the identification and protection of cyber threats, ransomware, phishing and viruses in addition to ensuring the City follows proper reporting practices based on laws and regulations and identifying and implementing systems that ensure the City’s system is secure and protected. As the City continues to remain informed on emerging cybersecurity threats and best practices to enhance system configurations and security protocols, a new job classification is recommended to provide technical leadership in the development of secure IT infrastructure. The City Attorney’s Office has approved the Fifth Amendment to Salary Resolution No. 2025-177 as to form.
ENVIRONMENTAL FINDINGS
By the definition provided in the California Environmental Quality Act Guidelines Section 15378 this item does not qualify as a “project” and is therefore exempt from the California Environmental Quality Act requirements.
LOCAL PREFERENCE
Local preference is not implicated because this item does not involve public contracting or bidding with the City of Fresno.
FISCAL IMPACT
The amendment will not require any additional appropriations for Fiscal Year 2026.
