Staff recommends Council reject all bids for the Fresno Yosemite International Airport (FAT) SMART Program Phase 19, Bid Group 27 (Bid File 12402284)

 

EXECUTIVE SUMMARY

 

The FAT Residential Sound Insulation Program is part of a Federal Aviation Administration (FAA) approved 14 CFR Part 150 Noise Compatibility Program that provides funding to reduce interior noise levels in homes located within a designated noise impacted area around FAT. This ongoing effort, locally known as the SMART Program, provides acoustic windows, doors and other noise reducing measures to eligible homes in the vicinity of FAT.

 

On July 16, 2024, bids were received for Phase 19, Bid Group 27 of the SMART Program. The lowest responsive and responsible bid of $3,339,000.00 exceeds the engineers estimate and the Project budget by 20%. The Airports Department (Airports) recommends that all bids be rejected. Airports intends to rebid the Project by modifying the plans and specifications to reduce the base number of homes and increase the alternate number of homes to be treated in this phase of the program. This will allow maximum participation with the funds available.

 

BACKGROUND

 

For this bid, plans and specifications were prepared by CSDA Design Group to provide acoustic treatment for 57 homes. A Notice Inviting Bids was advertised in the Business Journal on June 17, 2024, and posted on the Department’s website and Planet Bids with 10 Builders’ Exchanges. One bid was received and opened by electronic planet bids on July 16, 2024.  The one bid was received in the amount of $3,339,000. This exceeds the engineer’s estimate of $2,622,690.00 by 20% and exceeds the funds available in the Project budget.

 

Feedback from interested contractors revealed that they are very busy with other work and do not have the resources to staff the project, which limited the number of bids received. In addition to repackaging the plans and specifications, Airports will work with the Purchasing Division to encourage increased participation by contractors experienced in residential sound insulation programs to create a more competitive bidding environment.

 

Staff recommends that the bids received in response to Bid File 12402284 be rejected enabling the Department to move forward with rebidding the Project.

 

ENVIRONMENTAL FINDINGS

 

This item is not a project as defined by the California Environmental Quality Act.

 

LOCAL PREFERENCE

 

Local preference is not applicable because this item does not include an award of a construction or services agreement.

 

FISCAL IMPACT

 

Funding for this Project is provided by FAA Airport Improvement Program grant funds and is included in the FY 2023 Adopted Budget. There is no impact to the General Fund or City of Fresno ratepayers from this action.
