Approve the Cooperative Purchase Agreement with Nobico, Inc., dba Integrated Electronics, for the purchase of two replacement video servers equipped with analytic features, the replacement of three unsupported cameras, and the professional services necessary to maintain 30 days of video retention throughout the upgrade process, in the amount of $242,613.00

RECOMMENDATION
The Information Services Department recommends that the City Council approve the purchase of three cameras that require replacement due to incompatibility with the upcoming system upgrade, as well as two that must be replaced and will enhance analytic capabilities for City Hall. The total cost of these purchases is $242,613.00 and will be in accordance with established purchasing procedures and cooperative purchase agreements as set forth in Administrative Order 3-1.
EXECUTIVE SUMMARY
The City’s current Video Management System (VMS) reached End-of-Sale on August 29, 2024, and will reach End-Of Technical Support on August 31, 2026. Motorola, which acquired the current VMS vendor (Avigilon/Unity), has offered a license transfer of our current system to its latest VMS platform at no cost. However, hardware that is not compatible with the new system, including cameras and servers, must be replaced.
Following consultation with Motorola, it was determined that three cameras ($4,830.00) and two NVR Servers ($204,038.00) must be replaced due to age and hardware limitations. Additionally, retaining 30 days of video from the legacy Video Management System (VMS) during migration will require professional services totaling $16,305.00 to ensure uninterrupted video retention during the transition. This upgrade will restore the City’s VMS back to a fully supported status with the vendor, enabling continuing licensing, security patching, firmware updates for supported cameras, and VMS software updates. The new VMS will also expand video storage capacity for several City parking locations and allow Fresno Police Department’s Real Time Information Center (RTIC) with direct access to City Hall camera footage and associated resources.

The California Environmental Quality Act does not apply.
LOCAL PREFERENCE
Local preference is not implemented because this item is a cooperative purchase.
FISCAL IMPACT
Funding for this expense has been appropriated in the Fiscal Year 2027 Budget in the Information Services Department’s Security Infrastructure Fund (51004). This will be a one-off purchase. No additional fiscal impact is expected.
