Staff recommends the City Council approve a First Amendment to the Agreement with Gracebound to operate two mobile shower and restroom trailers increasing HHAP funding by $42,799.42 for a total agreement amount of $342,799.42.
EXECUTIVE SUMMARY
The City of Fresno (City) has an existing agreement with Gracebound to provide mobile shower operations for individuals experiencing homelessness funded through HHAP. Staff recommends increasing the total contract amount utilizing HHAP funds to make additional operating days possible on weekends and for special events as needed. Additional funds will also cover the increased insurance coverage costs to meet necessary indemnification requirements necessary to operate.
BACKGROUND
On January 18, 2023, the City of Fresno was awarded a total of $7,524,257.15 in a third round of HHAP funding. HHAP Round 3 funding, authorized by Assembly Bill 140, is designed to provide a unified regional response to homelessness and to support local jurisdictions in continuing to build on regional collaboration developed through previous rounds of California Interagency Council on Homelessness (Cal ICH) funding. The funding is available to continuums of care, counties, tribal governments, and cities with populations over 300,000. Health and Safety Code Section 50220.7 (e) allows program recipients to use its allocation for street outreach to assist persons experiencing homeless to access permanent housing and services.
On September 14, 2023, Council approved an agreement with Gracebound to operate two mobile shower and restroom trailers for a total award of $300,000 using HHAP Round 3 program funds.
Staff recommends approval of the first amendment to the agreement with Gracebound which will increase total compensation by $42,799.42. Existing Gracebound mobile shower services operate Monday through Friday 8 am - 1 pm, with additional hours to setup, teardown, clean, and transport. Increased funding will allow Gracebound to operate at least one weekend day per quarter and provide mobile shower services for special events on at least a quarterly basis when this is needed. Increased funding will also cover staff and supply costs for additional operating hours as well as the increased insurance coverage costs associated with the indemnification requirements for operations.

LOCAL PREFERENCE
Local preference is not applicable because of the use of state funds.
FISCAL IMPACT
The amendment will be funded through the City’s HHAP allocations.
