RECOMMENDATIONS
Staff recommends the City Council adopt a finding of Categorical Exemption pursuant to Section 15301(c), Class 1 of the CEQA guidelines, award a construction contract with Glick Corporation, of Visalia, California in the amount of $184,882 as the only bidder and authorize the Public Works Director or designee to sign the construction contract on behalf of the City of Fresno.
EXECUTIVE SUMMARY
The proposed Maple Avenue Cycle Track Improvements Project will improve cyclist safety along Maple Avenue from Shaw Avenue to Gettysburg Avenue by providing a physical barrier between the cyclist and all roadway vehicles. The project is funded through the State funded Active Transportation Program (ATP), local Measure “C” Bike funds, SB1 Gas Tax, and a local contribution from California State University (CSU), Fresno.
BACKGROUND
The Maple Avenue Cycle Track Improvements Project was initiated in FY19 when the City allocated Measure C and CSU Fresno funds to begin the design of the improvements. The grant funds for construction were obligated and the project was budgeted in the adopted FY20 Capital Budget by City Council. Preliminary engineering design and project management took approximately two years.
The scope of the project includes restriping the majority of Maple Avenue, from Shaw Avenue to Gettysburg Avenue, to provide a Class IV bike lane along this segment. Along with the restriping of Maple Avenue, a physical barrier will be installed between the bike lane and roadway vehicles. Green Methyl Methacryalte will also be placed along the bike lane at all potential bike and vehicle conflicts. No additional right of way was needed for this project. Public Works Department staff prepared general construction documents for the project.
A Notice Inviting Bids was published in the Fresno Business Journal on October 09, 2020, posted on the City’s website and faxed to twelve (12) building exchanges. The specifications were distributed to six (6) prospective bidders. One (1) bid proposal was received and opened in a public bid opening on November 10, 2020. Glick Corporation submitted the one bid in the amount $182,882 and was determined to be a responsive and responsible bidder for the project. The bid will expire on February 12, 2021.
The City Attorney’s Office has reviewed and approved to form.
Staff recommends Council award a construction contract with Glick Corporation in the amount of $184,882 for the Maple Avenue Cycle Track Improvements Project as the lowest responsive and responsible bidder and authorize the Public Works Director or designee to sign and execute the standardized contract on behalf of the City of Fresno.
ENVIRONMENTAL FINDINGS
Staff performed an environmental assessment of this project and determined that it falls within the Categorical Exemption set forth in CEQA Guidelines, Section 15301(c), Class 1, which exempts the repair and maintenance of existing facilities that involves negligible or no expansion of an existing use, This exemption applies because this project involves the roadway striping removal and replacement, and minor traffic signal improvements that do not involve the expansion of the roadway. Furthermore, staff has determined that none of the exceptions to Categorical Exemptions set forth in the CEQA Guidelines, Section 15300.2 apply to this project.
LOCAL PREFERENCE
The local preference was not implemented because this project is state funded.
FISCAL IMPACT
The Maple Avenue Cycle Track Improvements Project is located in Council District 4 and will have no impact to the General Fund. The overall cost of the project is $320,882 and is funded with a State grant from the Active Transportation Program (ATP), with the required local match funded by Measure “C” Bike funds, SB1 Gas Tax, and a contribution from California State University, Fresno. Of the total costs, $184,882 will be used for the construction contract award.
