SUBJECT

Title

Approve the reappointments of Gerald Lee to the Fresno/Clovis Community Media Authority, and Michael McDonald to the Civil Service Board.  Approve the appointments of Julie Federico and Elizabeth Laval to the Historic Preservation Commission, and Ruth F. Quinto, CPA to the City of Fresno Employees Retirement Board

Body

RECOMMENDATION

Staff recommends the Council confirm the Mayor’s appointments.

EXECUTIVE SUMMARY

The Fresno/Clovis Community Media Authority has five members with one expired term and one vacancy which occurred in August 2022.  The Mayor’s Office requests confirmation of the reappointment of Gerald Lee.

The Civil Service Board has five members with two expired terms, and one recent vacancy which occurred in October 2022.  The Mayor’s Office requests confirmation of the reappointment of Michael McDonald.

The Historic Preservation Commission has seven members.  Since June 2022, two positions have been vacant.  City residency is mandatory for five out of the seven members, with an allowance for two positions to be held based on expertise in fields related to historic preservation or lay people with special skills or experience in this field.  Currently, four of the existing five members are residents of Fresno, one in District 1, one in District 2, and two in District 3.  Recruitment outreach was done in cooperation with the Planning Department, community-based organizations and the Office of Community Affairs.  The Mayor’s Office requests confirmation of the appointments of Julie Federico (District 6) and Elizabeth Laval (District 6 + Expertise).

The City of Fresno Employees Retirement Board has five members.  The Mayor appoints two City management employees which are confirmed by City Council.  One member is elected by the blue-collar bargaining unit.  One member is elected by the white-collar bargaining unit.  One outside member is elected by the other four members of the board.  The Mayor’s Office requests confirmation of a management employee appointment for Ruth F. Quinto, CPA, in place of current member TJ Miller.

It is noted that new appointments this round are largely constituents from District 6.  Be assured, the Mayor’s Office consistently aims to ensure we are intentional about identifying individuals who are willing to serve and have relevant experience; simultaneously pursuing the geographic, ethnic and gender diversity of Mayoral appointments.  We have also taken steps to recruit those interested in serving on Boards/Commissions through various City departments including the Office of Community Affairs, community-based organizations, and social media platforms.  We also appreciate the recommendations sent over by the City Council.

Since our start in January 2021, the Mayor’s Office has produced the following mix of appointments, including the distribution to date by Council District.

While there was no formal ask for this information, we wanted to provide it as additional context behind our efforts to ensure our appointments continue to reflect the rich diversity of our city as part of our commitment to building One Fresno.

FISCAL IMPACT
