Approve a one-year Facility Use “Blue Space” Agreement with Fresno Unified School District (FUSD) to use FUSD high school pools for city-led swim lessons and recreational swim programming and authorize the City Manager or designee to execute the Facility Use “Blue Space” Agreement with FUSD.

Staff recommend that the City Council approve a one-year Facility Use “Blue Space” Agreement with FUSD to enable access to high school pools for city-led swim lessons and recreational swim and authorize the City Manager to sign the agreement.
EXECUTIVE SUMMARY
Staff are requesting authority to enter into a Facility Use “Blue Space” Agreement with FUSD to enable access to FUSD pools to provide swim lessons and recreational swim programming to the community.
BACKGROUND
The PARCS Department and FUSD have collaborated for many years to increase the community’s access to aquatics facilities or “blue space”. On January 9, 2025, the City Council approved a resolution which authorized the PARCS Department to apply for funding from FUSD to provide swim lessons and recreational swim programming. In addition to funding, the Facility Use “Blue Space” Agreement (Agreement) is needed to enable the use of FUSD high school pools.
Approval of the Agreement will ensure that PARCS staff can provide recreational swimming at Edison, Hoover, McLane and Roosevelt. The Agreement will also allow PARCS staff to provide swim lessons at Edison, Hoover, McLane, Roosevelt and Sunnyside. Historically the Agreement has authorized use of up to seven (7) high school pool locations, however, during the 2025 summer season several high school pools will be closed for maintenance.
This item has been reviewed by the City Attorney’s Office and Risk.

Pursuant to the California Environmental Quality Act (CEQA) Guidelines Section 15378, this item is not a project for the purposes of CEQA.
LOCAL PREFERENCE
Local preference is not applicable since this item will not include a bid or award of a construction or services contract.
FISCAL IMPACT
The Agreement with FUSD is a no-cost agreement and will have no fiscal impact.
