RECOMMENDATIONS
Staff recommends that the City Council (Council) adopt a finding of Categorical Exemption per staff determination, pursuant to Section 15301(c) Class 1 of the CEQA Guidelines, and award a construction contract with Dave Christian Construction Co., Inc., of Fresno, in the amount of $275,306 as the lowest responsive and responsible bidder for the E. Belgravia, S. Weller, S. Bardell, S. Clara and E. Tower Pavement Overlay and authorize the Public Works Director or designee to sign a the contract on behalf of the City.
EXECUTIVE SUMMARY
The pavement on E. Belgravia, S. Weller, S. Bardell, S. Clara and E. Tower is in a state of disrepair. The proposed asphalt pavement reconstruction project will correct the existing deteriorated pavement condition and increase the life of the pavement while providing a smooth riding surface for motorists at a reasonable cost. This project is funded by a Housing and Urban Development, Community and Development Block Grant and Proposition 111.
BACKGROUND
The scope of the project includes wedge grinding, pavement overlay, minor concrete repair, A.D.A. wheelchair ramps and striping.
A Notice Inviting Bids was published in the Fresno Business Journal on May 4, 2015, and posted on the City’s website and faxed to Ten (10) building exchanges. The specifications were distributed to Thirteen (13) prospective bidders. Two (2) sealed bid proposals were received and opened in a public bid opening on May 27, 2015. Bids ranged from $239,910 to 275,306, Dave Christian Construction Co., Inc., which submitted the bid in the amount of $275,306, was determined to be the lowest responsive and responsible bidder for the project. Avison Construction Inc., submitted the apparent low bid ($239,310), but was bypassed for not making a good faith effort in its Step Demonstration efforts. The bids will expire in 64 days from of the bid opening date of May 27, 2015.
Staff is recommending that the Council award a construction contract with Dave Christian Construction Co., Inc., of Fresno, in the amount of $275,306 for the E. Belgravia, S. Weller, S. Bardell, S. Clara and E. Tower Pavement Overlay as lowest responsive and responsible bidder and also authorize the Public Works Director or designee to sign and execute the standardized contract on behalf of the City of Fresno.
ENVIRONMENTAL FINDINGS
Staff performed a preliminary environmental assessment of this project and has determined that it falls within the Categorical Exemption set forth in CEQA Guidelines, Section 15301(c) Class 1 which exempts the repair and maintenance of existing facilities that involves negligible or no expansion of an existing use. This exemption applies because this project involves the resurfacing of an existing roadway and does not involve the expansion of the roadway to accommodate additional traffic. The purpose of the project is to increase the life of the pavement and provide a smooth riding surface for the motorists. Furthermore, staff has determined that none of the exceptions to Categorical Exemptions set forth in the CEQA Guidelines, Section 15300.2 apply to this project.
LOCAL PREFERENCE
The local preference was not implemented based on conditions that the project is funded by the Housing and Urban Development Grant.
FISCAL IMPACT
The project is located in Council District 3. The overall cost of the project is $385,396 and is funded by Housing and Urban Development, Community and Development Block Grant and Proposition 111. The project will not have any impact to the General Fund. Of the overall budget of the project, $275,306 will be used for the construction contract award.
