RECOMMENDATIONS

 

Staff recommends that the City Council (1)  adopt a finding of Categorical Exemption per staff’s determinations, pursuant to Section 15301(d)/Class 1 of the California Environmental Quality Act (CEQA) Guidelines, Environmental Assessment No. PC00308, for the Cary Park Improvement Project, (2) adopt a finding of Categorical Exemption per staff’s determinations, pursuant to Section 15301(d)/Class 1 of the California Environmental Quality Act Guidelines, Environmental Assessment No. PC00263, for the Vinland Park Improvement Project, and (3) award a construction contract to GCB1 Inc., dba GC Builders, of Fresno, California, in the amount of $578,657.31, as the lowest responsive and responsible bidder for the Cary and Vinland Park Improvements Project (Project) and authorize the Capital Projects Director or designee to sign the standardized construction contract on behalf of the City.

 

EXECUTIVE SUMMARY

 

The Capital Projects Department seeks to award a construction contract to GCB1 Inc., dba GC Builders, following a competitive bidding process which identified them as the lowest responsive and responsible bidder in the amount of $578,657.31, for the Cary and Vinland Park Improvements Project. The Project will construct seating, shading, and accessibility improvements for enhancing guest experience, safety, and accessibility at both the Cary and Vinland Park project locations. The scope of work at Cary Park involves installation of new park benches, waste receptacles, signage, concrete flatwork, and accessibility improvements in preparation for a new play structure to be installed by KABOOM!, inc., a non-profit organization. The scope of work at Vinland Park involves installation of new park benches, waste receptacles, signage, shade sail structure, shade trellis, concrete flatwork and accessibility improvements. The construction contract will utilize Fiscal Year (FY) 2025 American Rescue Plan Act (ARPA), Measure P Expenditure Category 1, and General Fund allocations.

 

BACKGROUND

 

The City of Fresno Parks, After School, Recreation and Community Services Department (PARCS) proposes to construct seating, shading, and accessibility improvements for enhancing park guest experience, safety, and accessibility at Cary Park located on the southeast corner of Santa Ana Avenue and Fresno Street, and Vinland Park located on the northwest corner of Woodrow Avenue and Gettysburg Avenue. The scope of work at Cary Park includes installation of new park benches, waste receptacles, signage, concrete flatwork, and accessibility improvements in preparation for a new play structure to be installed by KABOOM!, Inc., a non-profit organization. The scope of work at Vinland Park includes installation of new park benches, waste receptacles, signage, shade sail structure, shade trellis, concrete flatwork and accessibility improvements.  Pursuant to these goals, the City entered into an agreement with O’Dell Engineering Inc, of Fresno, California dated May 3, 2023, for the design of plans and specifications.

 

A Notice Inviting Bids was advertised and published in the Business Journal, Planet Bids, and posted on the City’s website on September 13, 2024. The Project plans and specifications were distributed to thirty-four 34 prospective bidders and posted at twelve (12) building exchanges. Five (5) sealed bid proposals were received and opened in a public bid opening on October 15, 2024, with bid amounts ranging from $578,657.31 to $651,414.50. GCB1 Inc., dba GC Builders, was determined to be the lowest responsive and responsible bidder in the amount of $578,657.31.  The bids will expire on December 18, 2024. If the bids are rejected or expire, the Project must be rebid, which will result in a delay to the Project.

 

The Community Workforce Agreement (PLA), adopted by Council in September 2021, does not apply to this contract because the engineer’s estimate for this project was less than $1 million, pursuant to the terms of the PLA.

 

Staff recommends that the City Council adopt a finding of Categorical Exemption per staff’s determinations, pursuant to Section 15301(d)/Class 1 of the California Environmental Quality Act Guidelines, Environmental Assessment No. PC00308, for the Cary Park Improvement Project, adopt a finding of Categorical Exemption per staff’s determinations, pursuant to Section 15301(d)/Class 1 of the California Environmental Quality Act Guidelines, Environmental Assessment No. PC00263, for the Vinland Park Improvement Project, and award a construction contract to GCB1 Inc., dba GC Builders, of Fresno, California, in the amount of $578,657.31 as the lowest responsive and responsible bidder for the Cary and Vinland Park Improvements Project and authorize the Capital Projects Director or designee to sign the contract on behalf of the City. The construction contract will utilize FY 2025 ARPA, Measure P Expenditure Category 1, and General Fund allocations.

 

The City Attorney’s Office has reviewed and approved the standardized construction contract as to form.

 

ENVIRONMENTAL FINDINGS

 

Staff performed an environmental assessment of these Projects and determined that they fall within the Categorical Exemption set forth in CEQA guidelines Section 15301(d)/Class 1 because the Projects include rehabilitation and minor alterations to existing facilities to meet current standards of public health, safety, and accessibility. The proposed Projects would lead to negligible or no expansion of use over the current use of the existing park facilities.

 

LOCAL PREFERENCE

 

Local Preference was not implemented because of federal ARPA funding.

 

FISCAL IMPACT

 

The Cary and Vinland Park Improvements Project is in Council District 4. The Project will be funded utilizing Fiscal Year 2025 ARPA, Measure P Expenditure Category 1 and General Fund allocations.
