RECOMMENDATIONS

 

Staff recommends that Council adopt the 14th Amendment to the Annual Appropriations Resolution (AAR) No. 2023-185 and approve a Consultant Services Agreement with The Taylor Group Architects of Clovis, California in the amount of $865,000, with a $80,000 contingency, for the design and preparation of construction documents for the new Fire Station 10 and authorize the Capital Projects Director or designee to execute the Agreement on behalf of the City of Fresno.

 

EXECUTIVE SUMMARY

 

The Fresno Fire Department (FFD) proposes to relocate Fire Station 10 from its current location between the Fresno Yosemite International Airport and Airways Golf Course to a site further east that will allow FFD to improve service to the growing eastern portion of the City of Fresno. Additionally, the new Fire Station 10 will be designed to accommodate additional staff to meet the demands of the projected growth in this area.

 

The contract for professional engineering design services and associated staff costs will be funded through the UGM Fire Station 10 Relocation Fund and proposed FY2024 appropriations from the UGM Citywide Facility Fees Fund. Council approval of the 14th Amendment to AAR 2023-185 and the consultant agreement is recommended in order to facilitate development of plans, cost estimates, and general construction contract documents necessary to complete the relocation of Fire Station 10.

 

BACKGROUND

 

The existing Fire Station 10 is located at 5545 Aircorp Way near Westover Avenue, between the Fresno Yosemite International Airport and Airways Golf Course and is a two-bay station staffed by a crew of three. The Fresno Municipal Code (FMC) requires all new commercial development to be within a three-mile travel distance from a fire station and all new residential development to be within a five-mile travel distance to allow for appropriate response time. Travel distance is defined as “the actual distance which must be traveled over public streets or rights of way from a fire station to reach the scene of a fire incident (FMC Section 12.4.501.5-G)”. Due to the continued growth of the eastern portion of the City of Fresno, commercial and residential developments exist that are greater than the three-mile distance from the nearest fire station (Fire Station 10 or Fire Station 15).

 

In November 2018, Council approved actions pertaining to the acquisition of a portion of APN 310-041-20 for the relocation of Fire Station 10. The parcel is located on the southwest corner of Clinton Avenue and Armstrong Avenue, which has since been renumbered to APN 574-050-01T. The site meets the FMC requirements by placing the new Fire Station 10 within a three-mile travel distance of all current City of Fresno developments in the area. The maximum travel distance from the new Fire Station 10 site to the eastern City limits is approximately two miles. The selected site for the new Fire Station 10 will allow for an increase in firefighting crew size and station capacity and will reduce response time and meet the demands of this growing area of eastern Fresno.

 

In accordance with AO 6-19, staff advertised a Request for Qualifications (RFQ) on January 30, 2023, via PlanetBids and The Business Journal. Statements of Qualifications (SOQs) were received from three (3) architectural engineering firms and their qualifications were evaluated and rated by a committee of six (6) in accordance with the provisions of the RFQ. Interviews were conducted with all three (3) qualified respondents on April 12, 2023, and The Taylor Group Architects was determined to be the most qualified. Staff negotiated a fee of $865,000, with a $80,000 contingency, for the preparation of plans, specifications, cost estimates, bidding support services, and construction support services for this project.

 

Staff recommends Council approve the proposed agreement with The Taylor Group Architects in the amount of $865,000, with a $80,000 contingency, for the design and preparation of construction documents for the new Fire Station 10 and authorize the Capital Projects Director or designee to execute the Agreement on behalf of the City of Fresno.

 

The City Attorney’s Office has reviewed and approved the proposed agreement as to form.

 

ENVIRONMENTAL FINDINGS

 

Design of plans and cost estimates are not a “project” pursuant to California Environmental Quality Act (CEQA) Guidelines § 15378.

 

LOCAL PREFERENCE

 

The Taylor Group Architects is a local business, as defined by the Fresno Municipal Code.

 

FISCAL IMPACT

 

The proposed project is located in Council District 7. The project will be funded through the proposed FY2024 appropriations from the UGM Citywide Facility Fees Fund ($756,700) and the UGM Fire Station 10 Relocation Fund, which was previously adopted in FY2024 budget ($272,500). Adoption of the attached amendment to the AAR will appropriate the necessary funds needed to complete the design phase of the project.
