RECOMMENDATION

 

Staff recommends that the City Council adopt the 55th Amendment to the Annual Appropriation Resolution No. 2025-179 to appropriate $285,000 for the High-Speed Rail Development Services Project in the Public Works Department.

 

EXECUTIVE SUMMARY

 

Staff recommends the Council adopt a resolution approving the rebudgeting of funding for High Speed Rail Development Services to continue plan review and inspections of the High-Speed Rail corridor so that the appropriations in FY 2026 are sufficient to cover anticipated expenditures. The recommended resolution will appropriate $285,000 in funding for the current fiscal budget year.

 

BACKGROUND

 

Annually, the Department reviews its operating programs appropriations and recommends adjustments to complete the programs during the year.  This review ensures that adequate appropriations are in place to complete the programs given the most recent information.

 

Based on a review of the High-Speed Rail Development Services program budget, an adjustment is required to meet the planned expenditures for the fiscal year.  Appropriations for High-Speed Rail Development Services are proposed to be adjusted by $285,000. The increase is principally due to the increase in construction, plan review, construction submittal, and inspection activity at the Belmont Avenue, Church Avenue, Ventura Street, Tulare Street, Fresno Street, Olive Avenue, McKinley Avenue, Shaw Avenue, and Herndon Avenue grade separations projects and the Golden State Boulevard realignment.

 

The recommended Resolution would amend the appropriations within the identified program to allow for completion of work this fiscal year. To meet the projected funding requirements, $285,000 in funding must be appropriated. The detailed adjustments are in the Amendment to the Annual Appropriation Resolution attached.

 

ENVIRONMENTAL FINDINGS

 

By the definition provided in the California Environmental Quality Act Guidelines Section 15378 this item does not qualify as a project as defined by the California Environmental Quality Act.

 

LOCAL PREFERENCE

 

Local preference does not apply to the projects included in this report as this is a rebudget item only.  Local preference (if applicable) will be considered at the time of contract award.

 

FISCAL IMPACT

 

There is no new net fiscal impact to the General Fund.  All proposed costs will be paid for with existing revenue sources from the High-Speed Rail Project.  See attached Resolution for specific funds and associated costs.
