RECOMMENDATIONS

 

Staff recommends that the City Council approve three resolutions pertaining to senior hot meal program funding and equipment.

 

EXECUTIVE SUMMARY

 

The FMAAA’s Governing Board has approved a grant agreement award of $160,000 to the City of Fresno for a one year term starting July 1, 2024, and ending on June 30, 2025. Staff is seeking Council approval to accept the grant award in full, execute the agreement documents and appropriate $42,600 of the award into the PARCS Department FY25 budget. The remaining award amount ($117,400) was forecasted by the PARCS Department and is reflected in the adopted fiscal year 2025 budget. Staff are also seeking approval to accept food service equipment from FMAAA in an amount not to exceed $50,000 to be used for Senior Hot Meals Program implementation.

 

BACKGROUND

 

The PARCS Department has a long-standing partnership with the FMAAA to serve as a nutrition site management operator. FMAAA provides annual funding to the PARCS Department to serve hot meals to seniors at six community centers: Inspiration, Lafayette, Mary Ella Brown, Mosqueda, Pinedale, and Ted C. Wills.  During fiscal year 2024, PARCS provided over 20,000 meals to community members through the Senior Hot Meals program.

 

On June 25, 2024, the PARCS Department received notice that the FMAAA’s Governing Board approved an award of Federal Older Americans Act (OAA) Title III C1 Nutrition Site Management funds to the City of Fresno to enable PARCS staff to continue to provide hot meals to seniors through June 30, 2025. The City must fully execute the agreement by September 30, 2024 in order to accept the funds. In anticipation of this annual grant award, $117,400 was incorporated in the City of Fresno Fiscal Year 2025 budget. The AAR including in this item will increase the budgeted amount by $42,600 to reflect the total grant award $160,000.

 

Additionally, FMAAA has offered to provide the PARCS with several pieces of food service equipment (listed below) to be used for Senior Hot Meals Program implementation and of a combined value not to exceed $50,000.

ENVIRONMENTAL FINDINGS

 

Pursuant to the California Environmental Quality Act (CEQA) Guidelines Section 15378, this item is not a project for the purposes of CEQA.

 

LOCAL PREFERENCE

 

Local preference is not applicable since this item will not include a bid or award of a construction or services contract.

 

FISCAL IMPACT

 

FMAAA requires a 40% match for this Grant Agreement, equal to $106,667. The adopted City of Fresno Fiscal Year 2025 budget includes senior program personnel whose time will be used to meet the match requirements. The attached AAR will add $42,600 of the Grant Award to PARCS Fiscal Year 2025 budget. The equipment acceptance is an in-kind transaction only and will have no budget impact. The General Fund will not be impacted.
