SUBJECT

Title

Approve the award of a service contract to REMIX of San Francisco, California, for cloud-based transit planning software for a total not to exceed $197,000 over five years plus two optional one-year extensions. (Bid File 12402788)

Body

RECOMMENDATION

Staff recommends Council approve the award of a service contract to REMIX Technologies, LLC, a subsidiary of Via Transportation, Inc. of New York, NY, for cloud-based transit planning software for a total not to exceed $197,000 over five years plus two optional one-year extensions.

EXECUTIVE SUMMARY

The Department of Transportation, Fresno Area Express (FAX) provides transit service for the city of Fresno. FAX depends upon transit planning software to refine current routes, plan for future routes, and conduct analysis required by the Federal Transportation Administration (FTA) of all proposed route changes. The proposed contract is structured as a five-year contract, with two optional one-year extensions.

BACKGROUND

FAX is responsible for providing transit service in the city of Fresno. FAX relies on outside Software-as-a-Service (SaaS) for transit route sketch planning; demographic impact analysis of proposed routes in relation to minority populations, total population, poverty, seniors, youth, people with disabilities, and limited-English households; analysis and modification of transit routes and transit route scenarios; Title VI Service Equity Analysis; and mapping for public outreach efforts.

This contract would be issued in the amount of $27,500 per year for the first five years, and $29,000 for the first optional one-year extension and $30,500 for the final extension year, for a total not to exceed $197,000 over five years plus two optional one-year extensions.

A Request for Proposals was published in the Business Journal on July 8, 2024, and posted to the City’s Website via Planet Bids. Six building exchanges received the RFP, and the specifications were delivered to 32 prospective proposers. Five electronic proposals were received and opened at a public opening on August 6, 2024. Remix Technologies submitted the best value proposal and was found to be responsive and responsible and has provided the Software as a Service (SaaS) for FAX from 2017 to 2024. FAX recommends Remix Technologies be awarded the contract.

The Purchasing Division has approved this service contract and recommends Council to approve. The City Attorney has reviewed and approved as to form.

ENVIRONMENTAL FINDINGS

By the definition provided in the California Environmental Quality Act (CEQA) Guidelines Section 15378, the award of this service contract does not qualify as a project as defined by CEQA.

LOCAL PREFERENCE

Local preference is not applicable for contracts funded by the federal or state government when such funding would be jeopardized because of this preference.  In addition, no submissions were from a local company.

FISCAL IMPACT

No general funds will be used to purchase these items. The funding to cover the cost of the transit planning software is included in the FY25 adopted budget of the Department of Transportation. The source of funding for this project is federal transit planning funds, included in the Department of Transportation, Planning Division budget.
