RECOMMENDATIONS

 

Staff recommends the City Council approve a Consultant Services Agreement with WRT Inc., of San Francisco, California in the amount of $900,969, with a contingency amount not to exceed $120,000, for the design and preparation of construction documents for the Fresno Metropolitan Flood Control District (FMFCD) Basins Project (Project) and authorize the Capital Projects Director or designee to sign the Agreement on behalf of the City.

 

EXECUTIVE SUMMARY

 

The City of Fresno Parks, After School, Recreation, and Community Services Department (PARCS) proposes to improve multiple FMFCD basins by designing and constructing improvements deemed necessary to enhance the overall recreation experience at the dual use basin parks.

 

The Consultant Services Agreement for professional engineering services for Basin XX and FF will be funded using Fiscal Year (FY) 2025 Measure P, Expenditure Category 2 - Highest Needs appropriations. The Consultant Services Agreement for Basin CW, O and EG will be funded using FY 2025 American Rescue Plan Act (ARPA) and Measure P, Expenditure Category 2 appropriations.  Council approval of the Consultant Services Agreement between the City and WRT Inc. (WRT) is recommended to facilitate a community informational campaign and the development of plans, cost estimates, and general construction contract documents necessary to complete the Project.

 

BACKGROUND

 

The basins selected for transformation include Basin CW, located on the northeast corner of Fresno Street and Nees Avenue, Basin O, located on the southeast corner of Bullard Avenue and First Street, Basin EG, located on the northwest corner of Spruce and Sandrini Avenues, Basin FF, located on the northeast corner of West and Eden Avenues and Basin XX, located on the southwest corner of Hughes and McKinley Avenues. The PARCS Department proposes to utilize Measure P, Expenditure Category 2 - Highest Needs, ARPA and Measure P, Expenditure Category 2 Funding to revitalize the existing facilities and enhance the guest experience at the dual-use basin parks.

 

As part of the Project, WRT will analyze the existing site conditions, conduct a community informational campaign, and develop final construction documents. Subject to funding availability and community engagement, Basin CW shall include a new pocket park, and Basins FF and XX shall include new soccer fields. In addition, all dual-use basin parks shall have new site amenities including benches, exercise equipment, picnic tables, and landscaping and irrigation improvements.

 

The existing Agreement between the City of Fresno and FMFCD for the joint maintenance and operation of dual-use basin parks will be amended at the time of construction to include Basins CW, O and EG. Basins XX and FF are identified in the current Agreement.

 

In accordance with Fresno Municipal Code Chapter 4, Article 1, and Administrative Order 6-19, staff sent out a request for Statement of Qualifications (SOQs) in February 2024 via Planet Bids, email, and published in The Business Journal for the FMFCD Basins Project. Four (4) SOQs were received, and staff interviewed the three (3) qualified respondents between May 21, 2024, and May 30, 2024. WRT was determined to be the most qualified and responsive based on the consultant interviews. Staff negotiated a fee of $900,969 with a contingency amount not to exceed $120,000, for the design and preparation of construction documents, specifications, cost estimates, community outreach, bidding support services, and construction support services for this Project.

 

Staff recommends City Council approve the proposed Agreement with WRT Inc. in the amount of $900,969, with a contingency amount not to exceed $120,000, for the design and preparation of construction documents for the FMFCD Basins Project and authorize the Capital Projects Director or designee to sign on behalf of the City.

 

The City Attorney’s Office has reviewed and approved the proposed Agreement as to form.

 

ENVIRONMENTAL FINDINGS

 

A consultant agreement for the design of plans and cost estimates is not a “project” pursuant to California Environmental Quality Act (CEQA) Guidelines § 15378.

 

LOCAL PREFERENCE

 

Local preference was implemented. Although WRT is not a local business as defined by the Fresno Municipal Code, they will subcontract over 15% of the contract price to local businesses.

 

FISCAL IMPACT

 

The proposed Project is in Council Districts 2, 3, 4 and 6. The FMFCD Basins Project is funded with FY 2025 Measure P, Expenditure Category 2 - Highest Needs, ARPA and Measure P, Expenditure Category 2 Funds, and will have no impact to the General Fund.
