Staff recommends City Council approve the Second Amendment to the Consultant Services Agreement with The Taylor Group Architects in the amount of $132,500, increasing the total contract amount to $1,107,500, with a remaining contingency of $70,000, for the New Fire Station 12 and authorize the Public Works Director or designee to execute the Second Amendment on behalf of the City of Fresno.
EXECUTIVE SUMMARY
The City and Consultant have completed Part Two: Design Development documents, including probable construction cost estimates for the new Fresno Fire Department (FFD) Fire Station 12. As industry construction costs have continued to rise, this has resulted in the need for a value engineering effort to reduce the project cost where possible. The City and Consultant worked through a value engineering exercise in an effort to reduce the construction costs. The proposed amendment covers the cost to incorporate some of the value engineering items and to make updates to the four pull-through apparatus bays. City staff recommends continuing the progress of design, which necessitates updates to the Design Development documents prior to preparing full construction documents. The costs of the Consultant Services Agreement and the proposed amendment are funded with Fire Impact Fee revenues allocated to the project.
BACKGROUND
The City entered into an Agreement with The Taylor Group Architects in May, 2022 for the design and preparation of construction documents for the new, permanent Fire Station 12. The new fire station was originally designed to accommodate a company of ten (10) fire crew and included four pull-through apparatus bays, which are a desirable design feature due to the location on West Ashlan Avenue.
After receiving the Part One: Schematic Design construction cost estimate, the City, FFD, and Consultant modified the station design to include two pull-through and two back-in apparatus bays in order to keep costs in line with the project budget and proceeded with Part Two: Design Development phase. The Design Development cost estimate based on the modified design indicated that the construction costs for the New Fire Station 12 still exceeded FFD’s $12 million project budget. The Consultant explored value engineering options but was unable to realize significant savings without further compromising the design objectives for the new Fire Station.
After discussions between FFD and the City Manager’s Office, it was recommended that the design of the new Fire Station revert to the original four pull-through bay design, while incorporating the value engineered solutions to partially offset the increased construction costs. This amendment includes consultant service fees necessary to update the Design Development documents to reflect the four pull-through apparatus bay design, which is required prior to moving forward to the Construction Documents phase.
The original Consultant Services Agreement dated May 18, 2022, allocated a total amount of $965,000, with a contingency amount of $80,000. The First Amendment to the Consultant Services Agreement dated June 16, 2022, allocated an additional total amount of $10,000 related to demolition planning consultant service fees. Staff now recommends Council approve the Second Amendment to the Consultant Services Agreement with the Taylor Group Architects in the amount of $132,500, increasing the total contract amount to $1,107,500, with a remaining contingency of $70,000, for the New Fire Station 12 and authorizing the Public Works Director or designee to execute the Second Amendment on behalf of the City of Fresno.
The City Attorney’s Office has reviewed and approved this amendment as to form.
ENVIRONMENTAL FINDINGS
Contract amendment does not qualify as a project pursuant to California Environmental Quality
Act (CEQA) Guidelines § 15378.
LOCAL PREFERENCE
Local preference was not implemented; this is an amendment to an existing agreement.
FISCAL IMPACT
The proposed Fire Station No.12 is located in Council District 1 and does not include any funding from the General Fund. The costs of the Consultant Services Agreement and the proposed amendment are funded with Fire Impact Fee revenues allocated to the project.
