RECOMMENDATION

 

Staff recommends the City Council adopt the attached Resolution declaring approximately 2.70 acres of City-owned property located at 4061 N. Blackstone Avenue Fresno, CA 93726 (APN 434-143-06) (Property) to be surplus real property. This property is currently known as the Clarion Pointe Emergency Shelter. Declaring the above-mentioned property surplus will allow the City to fulfill requirements of the Surplus Land Act, in order to move forward with future disposition of the land.

 

EXECUTIVE SUMMARY

 

The City acquired the subject property for use as a homeless shelter and bridge housing site to provide housing for individuals and families experiencing homelessness and/or at risk of homelessness. Due to diminishing State funding to operate the City’s homeless shelters and the need for additional housing, declaring this property surplus pursuant to the Surplus Land Act will facilitate procurement of a housing developer for this site.

 

BACKGROUND

 

On April 20, 2023, the City Council approved the Purchase and Sale Agreement with Kush Hospitality Inc. for the acquisition of the 118-room Clarion Pointe Motel for use as a homeless shelter and bridge housing site as part of the implementation of Phase 2 of Mayor Dyer’s Project Off-Ramp, an effort to end chronic street homelessness.

 

On May 11, 2023, the City Council approved an agreement with Poverello House to operate the Clarion Pointe as a low-barrier emergency homeless shelter and bridge housing site.

 

On September 28, 2023, as a result of receiving Encampment Resolution Funding Program, round 2 (ERF-2-R) award, the City Council approved a First Amendment to the Homeless, Housing, Assistance, and Prevention funds (HHAP) reducing funding amount and HHAP-supported shelter beds at Clarion Pointe.

 

On May 23, 2024, the City council approved a Second Amendment to the Service Agreement with Poverello House to extend the operation of an emergency shelter and professional triage services for unhoused individuals at Clarion Pointe to May 21, 2025.

 

On October 10, 2024, the City Council approved a First Amendment to the Service Agreement with Poverello House for professional emergency shelter, bridge housing, street outreach, and navigation services for individuals experiencing homelessness using ERF-3R to July 30, 2025.

 

On December 12, 2024, the City Council approved the Second Amendment to the Service Agreement with Poverello House for professional emergency shelter, bridge housing, street outreach, and navigation services for individuals experiencing homelessness using ERF-3R to July 30, 2025.

 

On May 22, 2025, the City Council approved the Third Amendment to the Service Agreement with Poverello House for professional emergency shelter, bridge housing, street outreach, and navigation services for individuals experiencing homelessness using ERF-3R to September 30, 2025.

 

On July 17, 2025, the City Council approved a Service Agreement with Poverello House to operate a 30-bed emergency shelter at Clarion Pointe from July 31, 2025, through December 31, 2026.

 

As the current Service Agreements expire, and with diminishing State resources to continue operating City-sponsored homeless shelters, it is necessary to declare this Property surplus in order to procure a housing developer who will reposition this Property as a permanent housing use.

This is not a project for the purposes of CEQA.

 

LOCAL PREFERENCE

 

Adoption of this Resolution to declare real property surplus is not subject to local preference.

 

FISCAL IMPACT

 

There is no fiscal impact to the City at this time.
