Body

RECOMMENDATION

It is recommended Council approve the 25th Amendment of the Annual Appropriation Resolution (AAR) 2024-122 establishing appropriations in the amount of $57,000 for FY 2025 in accordance with the joint reimbursable training program contract between the Fresno City Fire Department and Fresno City College.

EXECUTIVE SUMMARY

The Fresno Fire Department (FFD) has been part of a state-sponsored, joint training program with Fresno City College since 2016.

Under the program FFD receives a monetary reimbursement for each hour of training logged by its members. The revenues provide for equipment, facilities, training materials and other services that are reinvested back into the joint program to conduct fire service training to the benefit of both the Fresno Fire Department and Fresno City College.

BACKGROUND

On May 1, 2024 (ID 24-264), the City of Fresno entered a five (5) year Instructional Services Agreement with Fresno City College.  Under the terms of the contract, the Fresno Fire Department provides certain training facilities, expert instructors, and assists the college in ensuring training standards are met for student participants.  Though these training agreements are renewed every two to five years, the program has been in place for the past ten plus years and has been invaluable to the Fire Department and Fresno City College.

In the new agreement, Fresno City College increased its reimbursement rates from the previous amount of $3.50 for each participant training hour to a more favorable calculation of Instructional Full-Time Equivalent Student (FTES) hours for a maximum of 50,000 hours per fiscal year.  For academic year 2024-25 Fresno City College will pay the Fresno Fire Department 60 percent of the state-based apportionment earned due to eligible FTES hours.   Based on the most recent ISA Hours, the projected revenue estimate is $79,500 for the May 25, 2024, through November 22, 2024 semester.
