RECOMMENDATION
 
Authorize the Director of Aviation to execute a consulting agreement with Blair, Church & Flynn Consulting Engineers (BCF) for the relocation of employee parking and other related facilities (Project) at Fresno Yosemite International Airport (FAT).
 
EXECUTIVE SUMMARY
 
With continued record growth, the Airports Department is planning to increase the number of available long term parking stalls at FAT.  The existing long term parking facility constructed in 2002 was designed to accommodate this growth.  However, a portion of the long term parking lot was separated and utilized for temporary employee parking.  It is now time to recapture those stalls for long term parking use by constructing a separate and dedicated employee parking lot. The consulting agreement with BCF will initiate this process and include design of other related improvements.
 
BACKGROUND
 
Since 2009, the number of passengers using FAT has been steadily increasing.  Total passengers using FAT in 2013 was an all-time record, and 2014 is shaping up to be another record year.  The average growth over the last five years is 10%, and since 2011 it has been 18%.  Airports Department tracks parking facility usage daily and has confirmed a corresponding growth rate in the public parking lots.  The short term lot has sufficient capacity for the foreseeable future.  However, in its current configuration the long term lot is at or near capacity during peak travel times of the year.  The Project will provide a separate employee parking lot in a location that has been previously designated for possible future parking.  Removal of the temporary employee parking area from the public long term lot will provide the necessary added capacity.
 
The growth at FAT has also caused overflow conditions at the cell phone vehicle parking area.  Therefore, the Project will increase available parking spaces in the cell phone waiting area.  Other enhancements associated with the Project will include, but not limited to, a relocated and upgraded taxi queuing area, electric vehicle charging stations, lighting and security.
 
Through a competitive Request for Qualifications (RFQ) process, the Airports Department invited civil engineering firms that could provide comprehensive full-service planning, design, construction documents, bidding support and construction administration to submit Statements of Qualifications.  The Airports Department issued a public notice for qualified firms in The Business Journal and on the Airport's website and direct mailed the RFQ to all interested firms.  Ten professional consulting firms responded to the RFQ, and their qualifications were evaluated by a committee of four in accordance with the provisions of the RFQ and FAA regulations.  The firms were rated based on the evaluations and three firms were selected for future service.  Of those three firms, it has been determined by the Department that BCF is most qualified to perform the Project.  
 
The agreement utilizes Standard Document #FYI-S 16.1, pre-approved as to form by the City Attorney's Office and used without modification as certified by Airports staff.
 
ENVIRONMENTAL FINDINGS
 
Not applicable because the agreement does not constitute a project.
 
LOCAL PREFERENCE
 
Blair, Church & Flynn Consulting Engineers is a local firm as defined in the City's Local Preference Ordinance for Consultant Services (FMC 4-109).
 
FISCAL IMPACT
 
Funding for this Project is provided by Airports Department funds.  The Project is included in the City's FY 2015 Budget. There is no impact to the General Fund from this action.
