RECOMMENDATION

 

Staff recommends an agreement for Professional Engineering Services with PBK Architects, of Fresno, California, in the amount of $192,750, with a $5,000 contingency, for design services only in support of the Municipal Service Center Security project and authorize the Director of General Services or designee to execute all related documents.

 

EXECUTIVE SUMMARY

 

The Municipal Service Center has served the City of Fresno as a base of operations for over 50 years.  The campus houses several City Departments, and a significant portion of the municipal fleet is domiciled on site.  It also serves as a central fueling hub for unleaded, diesel, liquid natural gas, and compressed natural gas fuel types.  The campus currently has one main vehicle entrance and another serving as a FAX bus entrance. The project seeks to improve the perimeter security measures with modern technology, increase security lighting, upgrade security fencing, implement ADA upgrades, and add physical enhancements to the employee and visitor entry experience.

 

BACKGROUND

 

The Municipal Service Center is located at 2101 G Street on approximately 27 acres and has 26 buildings and structures within the campus.

 

The Municipal Service Center has served the City of Fresno as a base of operations for over 50 years.  The campus houses several City Departments, and a significant portion of the municipal fleet is domiciled on site, including the bus fleet.  Departments operating out of the Municipal Service Center include General Services, Public Works, Public Utilities, Transportation/FAX, Fire Department, Information Services, and Police Department.  It also serves as central fueling hub for unleaded, diesel, liquid natural gas, and compressed natural gas fuel types. 

 

The planned improvements will significantly enhance the property's functionality and security for years to come. The project seeks to improve the perimeter security measures with modern technology, increase security lighting, upgrade security fencing, implement ADA upgrades, and add physical enhancements to the employee and visitor entry experience. The improvements are intended to streamline entrance procedures, creating a more secure environment for employees and visitors. The addition of new signage, wayfinding, and striping will aid navigation and organization on the property.

 

On May 1, 2023, staff published a Request for Qualifications inviting consultants to submit for services on an “as needed” or “on call” basis for Facilities Management Divisions Projects.  PBK Architects was selected as an “as needed” or “on call” Structural Engineering Firm for a three-year term. 

 

The City Attorney has approved the contract as to form.

 

ENVIRONMENTAL FINDINGS

 

This action is not subject to environmental review under CEQA.

 

LOCAL PREFERENCE

 

Local Preference was implemented and PBK Architects is a local business, as defined by the Fresno Municipal Code.

 

FISCAL IMPACT

 

There will be no impact to the General Fund.  Funds for the design services have been appropriated in the FY2024 adopted budget under General Services Facilities Management Division.
