Title
Actions pertaining to South Central Fresno AB 617 Community Truck Reroute Study and related Health Assessment:
1. Approve the Second Amendment to the Consultant Services Agreement with Arcadis, formerly IBI Group, for additional consultant services related to the Truck Reroute Study, extending the agreement to September 30, 2024 and increasing funds in the amount of $52,670 for a total contract amount of $302,670 (Council Districts 1, 3, 5, and 7), and
2. Approve the Second Amendment to Research Agreement with the University of California, Merced, related to the Health Assessment, extending the agreement to September 30, 2024, at no additional monetary compensation, for a total contract amount of $303,473. (Council Districts 1, 3, 5, and 7).

RECOMMENDATION
Staff recommends that City Council approve the Second Amendment to the Consultant Services Agreement with Arcadis, formerly IBI Group, for additional consultant services related to the Truck Reroute Study, extending the agreement to September 30, 2024 and increasing funds in the amount of $52,670, for a total contract amount of $302,670; and approve the Second Amendment to the Research Agreement with the University of California, Merced, related to the Health Assessment, extending the agreement to September 30, 2024, at no additional monetary compensation, for a total contract amount of $303,473.
EXECUTIVE SUMMARY
The Council approved a Consultant Services Agreement with Arcadis, formerly IBI Group, on April 28, 2022 for the South Central Fresno Assembly Bill 617 (AB 617) Community Truck Reroute Study and related Health Assessment. The Council also approved a Research Agreement to University of California, Merced for the related Health Assessment. Staff and the City’s consultant have received requests from the public for additional community meetings and additional time to review draft documents. After assessing the public’s request and the current scope of services, City staff have determined an amendment to add further outreach opportunities and an extension to the agreements is needed. All necessary funding to support the amendments is available through previously approved funding for the project.
BACKGROUND
The City of Fresno (City) approved a Consultant Agreement to Arcadis, formerly IBI Group, on April 28, 2022 in the amount of two hundred and fifty thousand dollars ($250,000) for the South Central Fresno Assembly Bill 617 (AB 617) Community Truck Reroute Study and related Health Assessment. The First Amendment extended the agreement from March 31, 2024 to June 30, 2024. The Second Amendment is for additional services that increase the previously approved scope of work for the Consultant. The additional services require an additional fifty-two thousand six hundred and seventy dollars ($52,670) bringing the Truck Reroute Study to a total amount of three-hundred and two thousand six-hundred and seventy dollars ($302,670). The requested services include additional opportunities for stakeholders and community members to review draft documents and provide feedback, an additional three (3) community meeting, translation of the draft report, and includes costs accrued during public review of the Existing Conditions Report. In order to provide adequate time for the additional services, the City requests to extend the Consultant Agreement an additional three months to September 30, 2024.
The City also entered into a Research Agreement to the University of California of Merced for the related Health Assessment. The First Amendment extended the agreement from December 31, 2023 to June 30, 2024. The City finds it beneficial to present the Truck Reroute Study and related Health Assessment to the public and City Council at the same time, as the Health Assessment informs the Truck Reroute Study. Therefore, an extension of the Research Agreement is requested to September 30, 2024 to coincide with the Consultant Agreement.
Staff is recommending the City Council approve a Second Amendment to Consultant Agreement with Arcadis, formerly IBI Group, approve the Second Amendment to Research Agreement with the University of California of Merced, and authorize the Public Works Director or designee to the agreement on behalf of the City.
The City Attorney’s Office has reviewed and approved the proposed amendments as to form.
ENVIRONMENTAL FINDINGS
By the definition provided in the California Environmental Quality Act (CEQA) Guidelines Section 15378, the award of these contracts does not qualify as a “project”.
LOCAL PREFERENCE
Not applicable.
FISCAL IMPACT
The General Fund will not be impacted. The San Joaquin Valley Air Pollution Control District (District) will reimburse the City of Fresno up to five hundred thousand dollars ($500,000.00) for the Truck Reroute Study and related Health Assessment. The additional cost of $52,670 is within the District’s Reimbursement Agreement amount. The necessary budget appropriations are already included in the FY2024 adopted budget for the Public Works Department.
