Staff recommends Council approve the award of a cooperative purchase agreement to PB Loader Corporation of Fresno, California for the purchase of one Freightliner M2-106 Hot Patch Truck in the amount of $318,013.

 

EXECUTIVE SUMMARY

 

The Department of Public Works (DPW), Street Maintenance Division seeks to purchase one Freightliner M2-106 Hot Patch truck as an addition to be utilized by their new pothole crew. The new truck will be used for street repairs and maintenance throughout the City of Fresno. The new unit will be purchased through a competitively solicited cooperative procurement process administered by Sourcewell.

 

BACKGROUND

 

The Department Public Works, Street Maintenance Division is responsible for maintaining 1,740 miles of City streets and boulevards. As street pavements degrade to the end of their service life, asphalt overlays are needed to restore the street back to a good and serviceable condition. The Street Maintenance Division utilizes pothole crews to repair damage to all existing streets within the City. The Hot Patch truck is used to fill potholes with asphalt which is then compacted and smoothed out by drum rollers, this process restores the street back to a drivable condition. The truck is also used to repair road shoulders and utility cuts after maintenance or repairs have been performed on the underground infrastructure.

 

The Hot Patch truck will be an addition to the municipal fleet and built on a Freightliner M2-106 chassis utilizing a new body supplied by PB Loader. The Freightliner M2-106 chassis is updated with the latest emissions technology, exceeding the US 2010 emissions standard. The M2-106 is designed with a sharp turning radius for increased maneuverability allowing the operator to get in and out of tight areas efficiently.

 

The truck will be purchased through a competitively solicited cooperative procurement process administered by Sourcewell. The purchase contract will be awarded to PB Loader Corporation of Fresno, California. The total purchase price is $318,013. This price includes the Sourcewell cooperative purchasing discount applied to City purchases as well as sales tax at 8.35%. The Purchasing Division has approved this contract and recommends Council to approve.

 

The City Attorney has reviewed and approved to form.

 

ENVIRONMENTAL FINDINGS

 

By the definition provided in the California Environmental Quality Act (CEQA) Guidelines Section 15378, the award of this contract does not qualify as a “project” as defined by CEQA.

 

LOCAL PREFERENCE

 

Local preference is not applicable because this is a cooperative purchase.  However, PB Loader Corporation is located in the city of Fresno.

 

FISCAL IMPACT

 

The funding to cover the purchase cost of the Freightliner M2-106 Hot Patch truck has been included in the FY2024 adopted budget under the operations of the Department of Public Works, Street Maintenance Division. Measure C will be utilized as the source of funding for this project.
