***RESOLUTION: Adopt the Fourth Amendment to Fiscal Year 2024 Salary Resolution No. 2023-183, amending Exhibit 13-1, Unit 13, Exempt Supervisory and Professional (CFPEA) by adding the new classifications of Registered Veterinary Technician and Animal Programs Coordinator, and providing a salary step plan range for the respective classifications; effective October 9, 2023 (Subject to Mayor’s Veto).

RECOMMENDATION
It is recommended that Council adopt the Fourth Amendment to the Fiscal Year 2024 Salary Resolution No. 2023-183 effective October 9,2023 to amend Exhibit 13-1, Unit 13, Exempt Supervisory and Professional (CFPEA) by adding two new classifications and the respective monthly salary step plan ranges as follows: Registered Veterinary Technician (Step A - Step E: $4,836 - $5,879); and Animal Programs Coordinator (Step A - Step E: $4,304 - $5,207).
EXECUTIVE SUMMARY
On September 14, 2023, Council approved actions pertaining to the creation of the Animal Center within the City of Fresno, including adding 77 positions to staff the center. At that time, the City advised Council that Personnel Services Staff in collaboration with the Animal Center would continue to return to Council to recommend the addition of new Animal Center focused job classifications, positions, and respective salary ranges in order to adequately recruit and fill positions at the Center.
Adopting the Fourth Amendment to the Salary Resolution will create a Registered Veterinary Technician classification and an Animal Programs Coordinator classification.
This action will not require additional funding or an increase in total positions to the Animal Center Department.
BACKGROUND
Council adopted the 2nd Amendment to the Position Authorization Resolution (PAR) No. 2023-184 which included the transfer of 2 existing total positions and the addition of 75 new positions for a total of 77 positions allocated to the newly created Animal Center Department. At that time, the Council was advised that the City needed time to allow for developing the organizational structure, the job classifications, and respective salary ranges to continue providing mandated animal control services. As classifications are identified, the Personnel Services Department would bring those classifications forth for approval.
In collaboration with the Animal Center Department, two new classifications are recommended. First is the Registered Veterinary Technician. This classification will assist the Veterinarian in the medical care and treatment of animals; provide medical and surgical pre-operative and post-operative procedures for animals; and administer medications, examinations, and vaccines as directed by the veterinarian. This classification will be assigned to Exhibit 13-1, Unit 13, Exempt Supervisory and Professional (CFPEA).
The second classification recommended for approval is the Animal Programs Coordinator. This classification will be responsible for developing, organizing and coordinating community outreach activities, events and programs in support of the Animal Center including adoptions, foster, rescue, volunteers, donations and fundraising. Incumbents will provide education and awareness to the community on pet care responsibilities, licensing, spay/neuter, vaccinations and other resources available to support the successful adoption and placement of animals. They will develop public relations and social media campaigns; promote volunteer service opportunities; collaborate with organizations, rescue groups and other stakeholders; and compile data and review outcomes in order to measure successes or opportunities for improvement. This classification will be assigned to Exhibit 13-1, Unit 13, Exempt Supervisory and Professional (CFPEA).
The City has provided notice to the respective bargaining units and will follow the meet and confer process where applicable.
The City Attorney’s Office has approved the Fourth Amendment to Fiscal Year 2024 Salary Resolution No. 2023-183 as to form.
ENVIRONMENTAL FINDINGS
By the definition provided in the California Environmental Quality Act Guidelines Section 15378 this item does not qualify as a “project” and is therefore exempt from the California Environmental Quality Act requirements.
LOCAL PREFERENCE
Local preference is not implicated because this item does not involve public contracting or bidding with the City of Fresno.
FISCAL IMPACT
Amending Exhibit 13-1 will not require additional appropriations.
