RECOMMENDATIONS

 

Staff recommends that City Council award a Consultant Services Agreement to Blair, Church & Flynn Consulting Engineers, in the amount not to exceed $145,158, inclusive of a $10,000 contingency, for the design of sewer rehabilitation improvements in the area bound by Blackstone, Maroa, McKinley, and Clinton Avenues (Project); and authorize the Director of Public Utilities, or designee, to sign the agreement on behalf of the City of Fresno (City).

 

EXECUTIVE SUMMARY

 

The Department of Public Utilities, Wastewater Management Division (WWMD), is seeking to award a Consultant Services Agreement to Blair, Church & Flynn Consulting Engineers for the Project.  The Project will rehabilitate approximately 9,087 linear feet of existing 6-inch and 8-inch diameter sewer mains and access structures deteriorated by hydrogen sulfide gas that were identified in the 2015 Wastewater Collection System Master Plan (Plan).

 

BACKGROUND

 

The WWMD maintains approximately 1,560 miles of sewer collections and conveyance pipes and 25,580 access structures.  To ensure the reliability of this extensive pipe network, the WWMD conducts annual rehabilitations projects.  The Project area was selected for rehabilitation in the 2015 Plan due to structural deficiencies of the pipe identified using Closed Circuit Television (CCTV).  CCTV inspection of the existing 6-inch and 8-inch sewer mains identified deficiencies consisting of exposed aggregate within the standard concrete pipe and offsets, cracks in the vitrified clay pipe and corrosion damage to the ductile iron pipe.

 

In accordance with Fresno Municipal Code Chapter 4, Article 1, and Administrative Order 6-19             (AO 6-19), the Department of Public Utilities conducted a competitive process to select a consultant to provide design services for the Project.  A Request for Proposals was published in the Business Journal and posted on Planet Bids on November 18, 2020, inviting proposals for design, bidding support and services during construction for the Project. The City received four proposal packages from prospective consultants on December 16, 2020.  On December 23, 2020 the selection committee members met to review and evaluate the proposals. Pursuant to AO 6-19, the Request for Proposals required the consultant to provide detailed information regarding the experience of the firm and proposed team along with additional project related scope items necessary to perform the requested design work. Upon review of the submitted proposals based upon established criteria and analysis of the proposed fee, Blair, Church & Flynn Consulting Engineers was ultimately selected as the firm providing the best value for the requested services.  The services required by this Agreement will be completed by June 30, 2022 for an amount not to exceed $145,158, inclusive of a $10,000 contingency, paid on a time and materials basis.

 

A standardized Consultant Services Agreement has been used in accordance with Administrative Order 4-4 and the consultant’s Certificates of Insurance have been approved by the City’s Risk Management Division. Upon approval by the City Council, the agreement will be executed by the Director of Public Utilities, or his designee.

 

ENVIRONMENTAL FINDINGS

 

By the definition provided in the California Environmental Quality Act (CEQA) Guidelines Section 15378, the award of this consultant services agreement for the design services does not qualify as a “project” for the purposes of CEQA.

 

LOCAL PREFERENCE

 

Local preference was not applied since all proposers are local businesses pursuant to Fresno Municipal Code Section 4-109(b). 

 

FISCAL IMPACT

 

There is no impact to the General Fund.  This Project is located in Council Districts 1 and 7.  This Project is identified in the Wastewater Management Division’s five-year Capital Improvement Plan.  Funds in the amount of $344,500 for this Project are budgeted in the Fiscal Year 2021 Sewer Enterprise Fund 40501.
