RECOMMENDATION

 

Staff recommends the City Council approve the designation of the following alternates to serve on the Board of Directors of the Upper Kings Basin Integrated Regional Water Management Joint Powers Authority (JPA):

 

1st Alternate - Director of Public Utilities

2nd Alternate - Assistant Director - Water Division

3rd Alternate - Projects Administrator

 

EXECUTIVE SUMMARY

 

Department of Public Utilities (Department) staff regularly participate in the Advisory Committee and Board of Director meetings of the JPA.  Due to recent staff changes the Department finds it necessary to update the designation of City of Fresno (City) staff as alternatives to represent the City on the Board of Directors of the Joint Powers Authority, which requires City Council approval. Staff is recommending the designation of the following positions within the Department as 1st, 2nd, and 3rd alternate members to represent the City on the Upper Kings Basin Integrated Regional Water Management JPA Governing Board when the appointed Councilmember is unable to attend:

 

1st Alternate - Director of Public Utilities (currently Brock Buche)

2nd Alternate - Assistant Director - Water Division (currently vacant)

3rd Alternate - Projects Administrator (currently Dejan Pavic)

 

BACKGROUND

 

On July 17, 2005, the City Council adopted Resolution 2005-306 which allowed the City to Fresno to participate as a stakeholder in the Upper Kings Basin Water Forum (Forum). On August 27, 2009, the City Council executed the Upper Kings Basin Integrated Regional Water Management Joint Powers Authority (JPA) and designated a Councilmember and the Director of the Department of Public Utilities as an alternate member. On May 5, 2011, City Council approved the additional designation of a second and third alternate.  Due to recent staff changes, the Department desires to update the list of designated positions that may serve as alternate members for representation on the Board of Directors.

 

The appointed Councilmember (currently Luis Chavez) will remain the designated City of Fresno representative to the JPA Board of Directors.  Today’s action will update and identify the persons (alternates) who are authorized to represent the City of Fresno in lieu of the Councilmember. If the Councilmember or the Director of the Department of Public Utilities are unable to attend, this will ensure City of Fresno representation for the JPA.

 

Staff is recommending designation of the following positions within the Department of Public Utilities as 1st, 2nd, and 3rd alternate members to represent the City of Fresno on the Upper Kings Basin Integrated Regional Water Management JPA Governing Board when the appointed Councilmember is unable to attend:

 

1st Alternate - Director of Public Utilities (currently Brock Buche)

ENVIRONMENTAL FINDINGS

 

Pursuant to the definition in CEQA guidelines section 15378, this is not a project.

 

LOCAL PREFERENCE

 

Local preference was not implemented because this action does not include a bid or an award of the City construction or services contract.

 

FISCAL IMPACT

 

There is no fiscal impact as this item is not a project.
