Staff recommends that Council approve an agreement with Quad Knopf, Inc. of Fresno, CA in the amount of $104,000 for the design of plans, cost estimates and general construction documents for the Holmes Park and Mosqueda Park Splash Pads project and authorize the Public Works Director or his designee to sign and execute the contract on behalf of the City of Fresno.
EXECUTIVE SUMMARY
The existing Holmes Park Playground is situated adjacent to many neighborhoods. The proposed splash pad will provide the surrounding neighborhood families relief from the summer heat and safe outdoor recreation opportunities. The splash pad will replace the old wading pool and improve the overall quality of life for local residents and children who visit Holmes Park. The existing Mosqueda Park is a highly utilized playground. The proposed splash pad will be a welcome addition for the surrounding neighborhood families to obtain relief from the summer heat.
BACKGROUND
The City of Fresno Parks, After School, Recreation and Community Services (PARCS) Department wishes to build splash pads within the existing Holmes Park and Mosqueda Park. Holmes Park is a 9.67 acre neighborhood park located at the intersection of Huntington Blvd. and First Street. Holmes Park is situated adjacent to many neighborhoods with families. The proposed splash pad will replace the old wading pool and provide the surrounding neighborhood children relief from the summer heat as well as safe outdoor recreation opportunities. The proposed splash pad was approved in PARCS Fiscal Year (FY) 16 budget.
Mosqueda Park is a 9.79 acre neighborhood park located just east of the intersection of Maple Avenue and E. Butler Avenue. Mosqueda Park is a well-attended park; the proposed splash pad will be a welcome addition to provide the surrounding neighborhood children relief from the summer heat while providing family fun in a safe location.
In accordance with Administrative Order (A.O.) 6-19, staff sent out requests for Statements of Qualifications (SOQ’s) on September 11, 2015 via U.S. Mail and published on the City’s website. There were four SOQ’s received and staff interviewed all four respondents. On November 13, 2015 the firm Quad Knopf, Inc. was selected as the most qualified consultant and staff negotiated a fee of $104,000 pursuant to A.O. 6-19 for the preparation of plans, specifications and cost estimates.
Staff is requesting the approval of the agreement with Quad Knopf, Inc. of Fresno, CA in the amount of $104,000 for the design of plans, cost estimates and general construction documents for the Holmes Park and Mosqueda Park Splash Pad project and authorize the Public Works Director or his designee to sign and execute the contract, approved by the City Attorney’s Office, on behalf of the City of Fresno.
ENVIRONMENTAL FINDINGS
By the definition provided by the California Environmental Quality Act (CEQA) Guidelines, Section 15378, this item does not qualify as a “project” for the purposes of CEQA.
LOCAL PREFERENCE
A local bidder was selected for this project.
FISCAL IMPACT
The proposed Splash Pads were approved in PARCS FY16 Budget.
