RECOMMENDATION

 

Staff recommends that the City Council approve the First Amendment to the Service Agreement with RH Community Builders, LP to continue providing 25 units of rapid rehousing services for TAY individuals and families age 18-24, located at 1309 W. Shaw Ave (APN 425-041-39). The amended agreement term will run from July 1, 2026, through June 30, 2027, for an amount not to exceed $500,000 under the HHAP Program. Staff recommends authorizing the City Manager, or designee, to execute all related implementing documents.

 

EXECUTIVE SUMMARY

 

Staff recommends a total allocation of $500,000 to RH Community Builders, LP to operate 25 units of rapid rehousing services at 1309 W. Shaw Ave (APN 425-041-39) for TAY individuals and families. To maintain continuity of services, staff is requesting approval to extend the agreement for one additional year using HHAP funding. The proposed term of the agreement is July 1, 2026, through June 30, 2027.

On June 5, 2024, the City of Fresno (City) issued RFQ No. 12402933 seeking qualified providers for homeless youth services. Seven proposals were received, and five of them met the minimum qualifications. After a comprehensive evaluation by a selection panel, RH Community Builders, LP was selected as the most responsive provider. City Council approved the initial agreement on December 12, 2024, and services began on January 1, 2025.

The TAY Rapid Rehousing program supports youth individuals and families ages 18-24 experiencing homelessness by offering rental assistance, case management, and connections to education, employment, and long-term housing opportunities. Since the start of the agreement, RH Community Builders, LP has consistently met performance goals and demonstrated strong partnership in supporting TAY individuals and families in their transition to permanent housing. Given the program’s success and continued need, staff recommends extending the agreement through June 30, 2027, for an amount not to exceed $500,000 to continue providing 25 units of TAY Rapid Rehousing services.

BACKGROUND

 

The Homeless Housing, Assistance, and Prevention (HHAP) Program, established in 2019 under AB 101, provides flexible block grant funding to cities, counties, continuums of care, and tribes to reduce homelessness through evidence-based, regionally coordinated strategies. The City has received the following HHAP allocations:

 

HHAP Funding:

                     February 2020: $6,158,246.18 (HHAP-1)

                     September 2021: $2,911,170 (HHAP-2)

                     January 2023: $7,524,257.15 (HHAP-3)

                     July 2023: $11,265,425.10 (HHAP-4)

                     October 2024: $13,096,671.82 (HHAP-5)

 

Eligible uses of HHAP funds include:

3.                     Street Outreach

4.                     Service Coordinator

5.                     Systems Support

6.                     Permanent Housing Delivery & Innovative Solutions

7.                     Prevention & Shelter Diversion

8.                     Navigation Centers & Emergency Shelters

To utilize these funds, the City issued RFQ No. 12402933 on June 5, 2024, seeking proposals for homeless youth services. Seven proposals were received by the July 26, 2024 deadline, of which five of them met the minimum requirement. A selection panel consisting of representatives from the City’s Homeless Services Division, Housing Production Division, Housing Finance Division, and Poverello House evaluated the proposals based on service capacity, cost-effectiveness, past performance, and alignment with RFQ requirements.

RH Community Builders, LP was selected as the most responsive provider. City Council approved the agreement on December 12, 2024, and services began on January 1, 2025.

Since implementation, RH Community Builders, LP has demonstrated strong performance and effective service delivery, supporting TAY individuals and families in achieving stability and transitioning to permanent housing. Staff now requests approval of the First Amendment to extend services through June 30, 2027, for an amount not to exceed $500,000.

LOCAL PREFERENCE

 

Local preference is not applicable because of the use of state funds.

 

FISCAL IMPACT

 

This agreement will have no general fund impact and will be funded through State funds.
