RECOMMENDATIONS
In matters pertaining to the Employee Parking Lot and Ground Transportation Facility project (Project) at Fresno Yosemite International Airport (FAT), staff recommends that Council: 1) Adopt the 22nd Amendment to the AAR No. 2015-104 appropriating $815,000 for the Project, and 2) Award a construction contract to Yarbs Grading and Paving, Inc., of Fowler, California, in the amount of $1,999,095.20 (Bid File 3408).
EXECUTIVE SUMMARY
With the growth that FAT has been experiencing, the Airports Department (Airports) has identified a need to increase the number of available long term parking stalls at the Airport. The existing long term parking facility, constructed in 2002, was designed to accommodate this growth. However, a portion of the long term parking lot has been utilized for employee parking on a temporary basis. The Project will enable additional long term parking stalls to be used for their original intended purpose by relocating employee parking to a new dedicated parking lot. The Project also includes modifications to the managers’ parking lot, installation of electric vehicle charging stations for employee use, additional cell phone waiting stalls, relocated taxi queuing area and a new ground transportation drivers’ waiting facility.
The AAR is necessary because it was initially thought that a portion of the Project would be executed in FY 2017, and the design had not yet been fully developed at the time the Airports Department built its FY 2016 budget.
BACKGROUND
The need to increase parking facility capacities at FAT is due to a combination of recent significant increases and projected growth in parking customers. Specific to parking and circulation, these factors impact public, employee and cell phone waiting parking areas, and third party ground transportation activities. Airports tracks parking facility usage daily and has confirmed a corresponding growth impact on the use of these facilities.
The short term public lot has sufficient capacity for the foreseeable future. However, in its current configuration, the long term lot is near capacity during peak travel times of the year and the cell phone waiting lot is regularly near or at capacity. The Project will increase capacity of the long term parking lot by 10% (from 1,684 stalls to 1,876 stalls). The cell phone waiting area will nearly triple in capacity, expanding from 17 stalls to 47 stalls. Employee parking will increase from 273 stalls to 436 stalls. Overall, the Project is anticipated to meet the immediate parking needs at FAT and provide for growth into the foreseeable future.
Other enhancements associated with the Project include, a relocated and larger taxi queuing area, a new ground transportation drivers’ enclosed waiting facility, electric vehicle charging stations in the employee lots, lighting and security enhancements, and reduced traffic circulation on the Terminal drive.
An air quality benefit from this Project will be realized from the addition of electrical vehicle charging stations, designated Low Emission Vehicle (LEV) parking spaces, and an increase in cell phone waiting stalls, which helps alleviate repeated circulation on the Terminal drive.
Plans and specifications were prepared for the Project by Blair, Church, & Flynn Consulting Engineers and David Baisa Architect. A Notice Inviting Bids was advertised in the Business Journal on August 31, 2015, posted on the City’s website and faxed to thirteen (13) building exchanges. Plans and Specifications were distributed online to seventeen (17) prospective bidders. Six (6) sealed bid proposals were received and opened in a public bid opening on September 29, 2015. The bids ranged in price from $1,999,095.20 to $2,893,062.76. The lowest responsible and responsive bid from Yarbs Grading and Paving in the amount of $1,999,095.20 is 1% below the Engineer’s Estimate ($2,021,659). The staff determination was posted on the City website on October 22, 2015.
ENVIRONMENTAL FINDINGS
The Project has been environmentally assessed under Environmental Impact Report (EIR) No. 10136 (SCH. No. 2005061150) and has been determined to have or cause no adverse or reportable conditions or effects pursuant to CEQA. Council Certified EIR No. 10136 on March 31, 2011. The Project was also environmentally assessed under the National Environmental Policy Act (NEPA) resulting in the issuance of a Finding of No Significant Impact (FONSI) by the FAA on April 14, 2011.

FISCAL IMPACT
The Project is part of Airports ongoing commitment to ensure FAT remains operationally ready and is properly positioned for local and regional growth. The five month long Project will provide approximately 200 construction related jobs. The Airports Department Adopted FY16 Budget provides $1,500,000 of appropriation authority for this Project, which was based on conceptual project estimates and executing the Project over two fiscal years. Upon completion of the design in July 2015, evaluating cost impacts to executing the Project over two fiscal years, and considering current capacity constraints, the timeline was moved up to bid and construct the Project during FY16. The FY16 Project costs (including construction, quality assurance inspection and testing, administration and construction contingency) are anticipated to be $2,315,000. The $815,000 requested in the 22nd Amendment to AAR No. 2015-104 will provide the additional appropriation authority to execute the entire Project in FY16. The additional funds are available in the Airport Enterprise Fund. There is no impact to the General Fund from this action.
