Actions pertaining to the Chestnut Avenue Overlay Project between Kings Canyon Road and Butler Avenue (Council District 5):
1. ***RESOLUTION - 44th Amendment to the Annual Appropriation Resolution No. 2020-159 appropriating $98,000 for the Chestnut Avenue AC Overlay Project from Kings Canyon Road to Butler Avenue (Requires 5 votes) (Subject to Mayor’s Veto)
2. Approve an agreement for Professional Engineering Services with North Coast Engineering Inc. of Paso Robles, California in the amount of $97,997 with a $5,000 contingency for design and construction support services

RECOMMENDATIONS
Staff recommends the City Council adopt the attached 44th Amendment to the Annual Appropriation Resolution (AAR) No. 2020-159 and approve of an agreement for Professional Engineering Services with North Coast Engineering Inc. in the amount of $97,997, with a $5,000 contingency, for the design and construction support phases of the Chestnut Avenue Overlay Project from Kings Canyon Road to Butler Avenue and authorize the Public Works Director or designee to sign the agreement on the City’s behalf.
EXECUTIVE SUMMARY
The Chestnut Avenue Overlay Project between Kings Canyon Road and Butler Avenue addresses preservation of existing infrastructure by repairing pavement that is in poor condition based on pavement management analysis. The project will grind, overlay and spot reconstruct pavement along Chestnut Avenue from Kings Canyon Road to Butler Avenue. The project will also include curb ramp improvements, signal loop detectors, Class II bike lanes, signage and striping. The project is funded with a Federal Surface Transportation Block Grant (STBG). The subject consultant agreement in the amount of $97,997, with a $5,000 contingency, will facilitate the design and construction support services necessary to complete the project.
This item also includes a budget action to allocate the necessary Chestnut Avenue Overlay Project funding to award the consultant agreement for the design and construction support phases.
BACKGROUND
The City of Fresno Public Works Department has identified a need for the Chestnut Avenue Overlay Project from Kings Canyon Road to Butler Avenue. In October of 2017, the City of Fresno applied for a Federal STBG grant for the design and construction phases of this overlay project. The STBG funding is administered by Caltrans on behalf of the Federal Highway Administration. The purpose of this project is to extend the life of existing pavement through maintenance and spot reconstruction. The project will also improve accessibility and support multimodal travel options through updates to curb ramps and bike lane restriping.
In accordance with Administrative Order (A.O.) 6-19, staff sent out requests for Statements of Qualifications (SOQ’s) on March 27, 2020 via Planet Bids, email and published in the Business Journal. Seven SOQ’s were received and staff interviewed the top three qualified respondents. North Coast Engineering, Inc. was determined as the most qualified consultant based on consultant interviews and staff negotiated a fee of $97,997 with a $5,000 contingency for the preparation of plans, specifications, cost estimates, bidding support services and construction support services for the project.
Staff is recommending the approval of the attached AAR amendment and the agreement with North Coast Engineering, Inc. for $97,997, with a $5,000 contingency, for the design of plans, cost estimates and general construction documents for the Chestnut Avenue Overlay Project from Kings Canyon Road to Butler Avenue, and authorize the Public Works Director or designee to sign and execute the contract, approved as to form by the City Attorney’s Office, on behalf of the City of Fresno.
ENVIRONMENTAL FINDINGS
By the definition provided in section 15378 of the California Environmental Quality Act (CEQA) guidelines, this item is not a project as defined by CEQA.
LOCAL PREFERENCE
Local preference was not implemented for this project due it being funded through a Federal STBG program, which precludes local preference.
FISCAL IMPACT
The Chestnut Avenue Overlay Project from Kings Canyon Road to Butler Avenue is located in Council District 5 and will have no impact to the General Fund. This project is funded with a Federal STBG grant, administered by Caltrans on behalf of the Federal Highway Administration. Adoption of the attached AAR amendment resolution will appropriate the necessary funding to award the consultant agreement for the Chestnut Avenue Overlay Project between Kings Canyon Road and Butler Avenue.
