RECOMMENDATION
Staff recommends the City Council adopt the 25th Amendment to the Annual Appropriation Resolution (AAR) No. 2022-154 to appropriate$2,716,400 from TDA pass-through revenues received after the publishing of the FY2023 proposed budget.
EXECUTIVE SUMMARY
The Department of Transportation is requesting $2,716,400 in additional expenditure appropriations. Adoption of the AAR amendment will provide appropriations in the operating budget to sufficiently cover the pass-through expenditures.
The $2,716,400 was awarded to the Department of Transportation by the State of California through the Fresno Council of Governments (FCOG) in late May 2022, after the Mayor's FY23 Proposed Budget was published due to a change in the funding process last year. This expense supports the Consolidated Transportation Services Agency (CTSA) arrangement with Fresno County Economic Opportunities Commission going back to the early 1970's through state law.
These funds support local CTSA programs that are funded by these pass-through TDA, Article 4.5 revenue to support transportation services for community agencies, including Head Start and Meals on Wheels.
BACKGROUND
The budgetary increase of $2,716,400 is derived from the Consolidated Transportation Services Agency (CTSA) arrangement between FAX and Fresno Economic Opportunities Commission (FEOC) for the delivery of social service transportation services in the Fresno urbanized area.
