RECOMMENDATION

Staff recommends City Council award a requirements contract to Brenntag Pacific, Inc., a Delaware Corporation, for the purchase of citric acid, for three years with two optional one-year extensions, in the amount of $30,424.68 per year plus annual Consumer Price Index (CPI) increases; and authorize the Director of Public Utilities, or designee, to execute the contract on behalf of the City of Fresno (City).

EXECUTIVE SUMMARY

The Department of Public Utilities (DPU), Wastewater Management Division, seeks to award a requirements contract for the purchase of citric acid. The Fresno-Clovis Regional Wastewater Reclamation Facility (RWRF) uses citric acid to clean components of the recycled water tertiary treatment facility. Award of this contract will help ensure optimal operations of the tertiary facility.

BACKGROUND

The RWRF operates 24 hours per day, 7 days per week, reclaiming wastewater for beneficial use for the City. The facility currently processes about 58 million gallons of wastewater daily, with 5 million gallons per day being treated through the tertiary treatment process to become Title 22 compliant disinfected recycled water.

A Product Requirements Contract, No. 12401502, was prepared for this project. A Notice Inviting Bids was published on December 18, 2023, posted on Planet Bids and advertised in the Business Journal.
