RECOMMENDATION
It is recommended the City Council approve a Reimbursement Agreement for $200,000 between the City of Fresno and Self-Help Enterprises for cost savings related to La Hacienda Mobile Home Park, located at 104 East Sierra Avenue, Fresno, California and authorize the City Manager or her designee to sign and execute the agreement on behalf of the City of Fresno.
EXECUTIVE SUMMARY
If approved by the City Council, the City of Fresno (City) will enter into a reimbursement agreement with Self-Help Enterprises (SHE) whereby SHE will reimburse the City $200,000 for cost savings identified related to La Hacienda Mobile Home Park, located at 104 East Sierra Avenue, Fresno, California (City Council District 6).
BACKGROUND
On March 13, 2025, the City of Fresno awarded Self-Help Enterprises (SHE) $3,700,000 from the Local Housing Trust Fund (LHTF) for the acquisition and preservation of the La Hacienda Mobile Home Park (Property). The Property consists of 60 lots, and SHE aims to provide affordable housing options for tenants earning at or below 80% Area Median Income (AMI).
The acquisition of the Property is subject to approval of the U.S. Bankruptcy Court Eastern District of California, Fresno Division as part of bankruptcy Case No. 24-11967 filed by La Hacienda Mobile Home Estates, LLC on or about May 9, 2024. This case is scheduled to be heard on June 11, 2025.
