Approve Amendment No. 1 to the Agreement with the Fresno County Transportation Authority for Freeway Litter Abatement Services (Citywide)

RECOMMENDATIONS
Staff recommends that the Council approve Amendment No. 1 to the Agreement with the Fresno County Transportation Authority (FCTA) for Freeway Litter Abatement Services.
EXECUTIVE SUMMARY
On July 25, 2019, the Council approved an agreement with FCTA for freeway litter abatement services, with the Authority contributing $100,000 toward this new pilot program. The agreement was executed on August 7, 2019 with an original ending date of August 31, 2020. As a result of the procurement process, the actual work did not begin until March 9, 2020. On October 28, 2020, the FCTA Board authorized their Executive Director to execute a no-cost amendment, extending the agreement until August 31, 2021. Staff recommends the Council approve this amendment so that the FCTA Measure "C" funding may continue to reimburse the City's expenses for the freeway litter abatement program.
BACKGROUND
The original Council action from July 25, 2019 approved funding agreements with Caltrans ($200,000) and FCTA ($100,000) for the freeway litter abatement program. While the Caltrans agreement does not have a firm ending date, the agreement executed with the FCTA had an ending date of August 31, 2020. The FCTA Board has approved a retroactive amendment with a new ending date of August 31, 2021 to allow for the first year of the program to be delivered. Staff anticipates FCTA releasing a new call for proposals to cover a second year of the pilot program in the next 90 days.
