RECOMMENDATION

Staff recommend that the Fresno City Council approve the MOU to enable use of two vehicles to support Senior Hot Meals program implementation.

EXECUTIVE SUMMARY

The FMAAA has two vehicles available to be used by City of Fresno Parks, After School, Recreation, and Community Services (PARCS) Department staff responsible for oversight and implementation of the Senior Hot Meals program. Approval of the MOU will enable PARCS staff to utilize the vehicles for program-related purposes.

BACKGROUND

The PARCS Department has a long-standing partnership with the FMAAA as a nutrition site operator. FMAAA provides annual funding to the PARCS Department to serve hot meals to seniors at six community centers. In May 2025, the PARCS Department received notice that FMAAA had received approval to purchase two new vehicles to be used by PARCS staff for Senior Hot Meals program implementation purposes.

Under the terms of the proposed MOU, the FMAAA will maintain ownership of the vehicles and responsibility for vehicle registration. The City will be responsible for vehicle insurance, fuel expenses, and maintenance and repairs that are not covered under the manufacturer's warranty.
