RECOMMENDATION
Staff recommends Council adopt the attached resolution authorizing the City Attorney's Office to apply for and accept grant program funds through the California Department of Resources Recycling and Recovery (CalRecycle) Local Government Waste Tire Enforcement, Waste Tire Cleanup, and Waste Tire Amnesty grant programs.

EXECUTIVE SUMMARY
Grant funding is available through the State of California for local enforcement efforts to reduce, recycle, and reuse waste tires. The City Attorney's Office desires to apply for such grant funding.

BACKGROUND
The CalRecycle Waste Tire Enforcement Grant allows the City of Fresno to apply for up to $350,000 annually to cover the cost of staffing and equipment necessary to continue the Waste Tire Enforcement Program which monitors and regulates tire facilities within City limits. These grant funds are also used to investigate illegal dumping involving waste tires.

The CalRecycle Waste Tire Cleanup Grant allows the City of Fresno to apply for up to $100,000 per two-year grant term to cover the cost of staffing and equipment necessary to continue the Waste Tire Cleanup Program which collects illegally dumped waste tires throughout the City. All waste tires collected are recycled through CalRecycle.
