WORKSHOP - Options for Improving Services in City of Fresno Landscape and Lighting Maintenance District No. 1 (LLMD)

This workshop requires no Council action.
EXECUTIVE SUMMARY
On July 25, 2019, the Council approved the annual levy of special tax assessments for the LLMD, which funds landscape maintenance for 145 subdivisions throughout the City. The annual rates for 144 of the 145 subdivisions have been frozen with no escalation since 1997 when Proposition 218 was passed by the voters. Over the past 22 years, maintenance services have steadily declined as maintenance costs increased due to inflation. Staff has prepared options for discussion and further consideration by the Council.
BACKGROUND
The attached presentation slides contain extensive background information on the LLMD and options for moving forward with improved maintenance services.
ENVIRONMENTAL FINDINGS
By the definition provided in the California Environmental Quality Act Guidelines Section 15378 this item does not qualify as a “project” and is therefore exempt from the California Environmental Quality Act requirements.
LOCAL PREFERENCE
Local preference was not considered since this item does not include a bid or award of a construction or services contract.
FISCAL IMPACT
Should the property owners within the LLMD elect to increase their annual assessments to improve services, the costs for enhanced maintenance services would be borne by revenues from the LLMD assessments.
