RECOMMENDATIONS

Staff recommends that City Council approve a consultant services agreement with ADS Corp, a Delaware corporation, for a term of one-year, with the option of four one-year extensions, in an amount not to exceed $1,086,249, to provide wastewater flow monitoring services for the City of Fresno; and authorize the Director of Public Utilities, or designee, to sign the agreement on behalf of the City of Fresno (City).

EXECUTIVE SUMMARY

Since 1985, the Department of Public Utilities (DPU) Wastewater Management Division (WMD) had collected data from flow meters at various locations throughout the City's wastewater collection system for billing and master planning purposes. DPU now intends to enter into an Agreement with ADS Corp (formerly ADS Environmental Services) to process, store, and analyze the flow data collected from 25 meters. The services will also provide field services related to the procurement, installation, and maintenance of both existing and future flow meters. Under this Agreement, ADS Corp will provide the necessary services for the next five years. Flow meters and software are proprietary. Equipment and maintenance services have been supplied by ADS Corp, to the City for over 25 years. The four one-year extensions would each be equivalent in cost to the first-year agreement plus a 3% CPI increase.
