Actions related to acquisition of property owned by Pangthong Aphayvong:
1. Adoption of environmental finding of Categorically Exempt from Environmental Assessment No. EA-14-023 (Council District 3)
2. Acquisition of right-of-way for public street purposes from property owned by Pangthong Aphayvong in the amount of $16,600
3. Authorizing to give Public Works Director, or his designee, authority to sign all documents necessary to complete the transaction as delegated by City Manager

RECOMMENDATIONS
Staff recommends that the City Council:
1. Adopt the environmental finding of Categorically Exempt from the preparation of environmental documents pursuant to Article 19 of the California Environmental Quality Act Guidelines prepared for Environmental Assessment No. EA-14-023.
2. Approve acquisition of right-of-way for public street purposes from property owned by Pangthong Aphayvong in the amount of $16,600.
3. Authorize the Public Works Director, or his designee, to sign all documents necessary to complete the transaction as delegated by City Manager.
EXECUTIVE SUMMARY
The City of Fresno has been awarded Community Development Block Grant (CDBG) funds to improve Roy Avenue, Almy Avenue, and Clara Avenue near Fig Avenue. Additional street right-of-way is needed on the northeast corner of Fig and Almy to install sidewalks and a handicap ramp.
