RECOMMENDATION

Staff recommends that City Council approve Contract Change Order No. 23 with Granite Construction Company of Fresno, California (Granite) to increase contract time with an additional one hundred fifty-six (156) working days for the Veterans Boulevard Grade Separation Project.

EXECUTIVE SUMMARY

Staff recommends City Council approval of Contract Change Order No. 23 for the Veterans Boulevard Grade Separation Project to provide additional contract time for Granite to construct the remaining improvements on Carnegie Avenue, related to the newly opened Veterans Boulevard Grade Separation. Granite has worked collaboratively with the City, Union Pacific Railroad (UPRR), California High Speed Rail Authority (CHSRA) and the City's contractor for the Veterans Boulevard Interchange. The coordination efforts with the railroad and adjacent businesses took longer than originally anticipated, and longer than the contract time allowed. Through this process Granite has continued to partner with the City and maintain an active work site. The proposed contract change order will add one hundred fifty-six (156) working days to the contract to account for this additional coordination time and to align the current project completion date with the contract time. The proposed change order has no monetary change. The Veterans Boulevard Grade Separation contract is fully funded by the CHSRA under the HSR 16-57 funding agreement.
