Actions pertaining to the Large Park Restroom Project, Bid File 12600246 (Council District 4):
1. Adopt a finding of a Categorical Exemption per staff's determination, pursuant to Section 15303/Class 3 of the California Environmental Quality Act Guidelines, Environmental Assessment No. PC00346;
2. Award a construction contract in the amount of not to exceed $608,363.20 with American Paving Co. of Fresno, California, as the lowest responsive and responsible bidder for the Large Park Restroom Project.

RECOMMENDATIONS
Staff recommends that Council (1) adopt a finding of Categorical Exemption per staff's determination, pursuant to Section 15303/Class 3 of the California Environmental Quality Act (CEQA) Guidelines, Environmental Assessment No. PC00346, (2) award a construction contract in the amount not to exceed of $608,363.20 to American Paving Co. of Fresno, California, as the lowest responsive and responsible bidder for the Large Park Restroom Project (Project), and authorize the Capital Projects Director or designee to sign the standardized construction contract on behalf of the City of Fresno (City).
