RESOLUTION - Authorizing submittal of Used Oil Payment Program grant applications and authorizations related to the administration of California Department of Resources Recycling and Recovery (CalRecycle), Used Oil Payment Program (Citywide)

RECOMMENDATION
It is recommended that the City Council adopt a Resolution to authorize the submittal of grant applications and acceptance of Used Oil Payment Program funding under the California Oil Recycling Enhancement Act administered by the Department of Resources Recycling and Recovery (CalRecycle).
EXECUTIVE SUMMARY
The adoption of the above Resolution will ensure the implementation and execution of the City of Fresno's grant funded Used Motor Oil and Filter Recycling Program continue on schedule. This action will provide for a continuum of the Used Motor Oil and Filter Recycling Program activities to include community education and outreach, residential curbside collection of used motor oil/filters and media promotion and that funding expenditures are applied consistent with State requirements. The term of the Resolution is from July 1, 2015 through June 30, 2020. This Resolution supersedes Resolution No. 2010-107 dated May 12, 2010 (Expires: June 30, 2015).
BACKGROUND
The California Public Resources Code ?48600 et seq. describes the California Oil Recycling Enhancement Act, which provides up to $11 million annually in payments to local governments for implementation of local used oil and filter collection programs. The Used Oil Payment Program (OPP) authorized in Senate Bill 546 (Lowenthal, Chapter 353, Statutes of 2009) replaces the Used Oil Block Grant Program (UBG).
