RECOMMENDATION

It is recommended the City Council adopt the 50th Amendment to AAR No. 2025-179 appropriating $37,700 for the Police Department's extended 2023 State Homeland Security Grant Program into the FY2025 budget to purchase replacement equipment for the department's Explosive Ordnance Disposal (EOD) Team and portable radios with related accessories for the department.

EXECUTIVE SUMMARY

CalOES awarded funds under the 2023 State Homeland Security Grant Program to the County of Fresno, which includes an allocation sub-granted to the City of Fresno Police Department in the amount of $124,218. During the grant cycle, there was an additional $37,700 in de-obligated funds that were pass-through to the department to procure equipment for use by the special units within the department. This approved grant project funded the purchase of equipment to support first responders and terrorism prevention efforts. The grant also funded safety equipment for the Special Weapons And Tactics (SWAT) team, the Explosive Ordinance Device (EOD) team, the Crisis Negotiation (CNT) team, and the Mobile Field Force (MFF) team. Safety equipment for these special teams will enhance current capabilities to respond to resource intensive and critical incidents of terrorism or disaster.
