RECOMMENDATION

Staff recommends Council authorize the City Manager or Designee to enter into an MOU with the Red Cross and any related Facility Use Agreements for emergency readiness and response activities include warming center operations.

EXECUTIVE SUMMARY

The City of Fresno (City) is pursuing an MOU and Facility Use Agreements with the Red Cross to enable emergency readiness and response activities to occur at City community center facilities. The MOU will define a working relationship between the City and the Red Cross, and the Facility Use Agreements will further specify contact information and the terms and conditions for facility use. The City initially intends to enter into Facility Use Agreements at Maxie L. Parks Community Center, Mosqueda Community Center, Pinedale Community Center and Ted C. Wills Community Center. The resolution also provides authority for the City Manager or designee to administratively extend the MOU for one, two-year period and enter into additional Facility Agreements as needed. The current designee for contract execution is the PARCS Director.

BACKGROUND

On September 29, 2022, the Fresno City Council passed a resolution establishing a policy for City cooling and warming centers. The policy provided direction on activation temperatures, operating hours, locations, transportation, and other accommodations.
