RECOMMENDATION

Staff recommends Council approve a Third Amendment to the Consultant Service Agreement (Agreement) with SWCA Environmental Consultants, in the amount of $18,426, to provide additional environmental and technical memoranda services on the Ashlan Avenue Widening Project between Polk Avenue and Cornelia Avenue and authorize the Capital Projects Director or designee to sign the Third Amendment to the Agreement on behalf of the City of Fresno (City).

EXECUTIVE SUMMARY

Due to design constraints, two parcels within the project limits will need to undergo full parcel acquisitions and relocation of existing tenants/owners. Therefore, the environmental assessment for the National Environmental Policy Act (NEPA) clearance must be revalidated to accommodate these full parcel acquisitions. To comply with the NEPA and California Environmental Quality Act (CEQA) requirements for the two full parcel acquisitions, additional studies and revisions are necessary per comments provided by the California Department of Transportation (Caltrans).
