Actions pertaining to the Shields Avenue Pavement Overlay from Blackstone to Palm Avenues - Bid File 3518 (Council Districts 1 and 7)
1. Adopt a finding of Categorical Exemption per staff determination, pursuant to Section 15301(c) 1 of the California Environmental Quality Act Guidelines (CEQA) for the Shields Avenue Pavement Overlay from Blackstone to Palm Avenues
2. Award a Construction Contract with Cal Valley Construction of Fresno, California (Cal Valley) in the amount of $651,583 for the Shields Avenue Pavement Overlay from Blackstone to Palm Avenues and authorize the Public Works Director or designee to sign a contract on behalf of the City

RECOMMENDATIONS
Staff recommends the City Council adopt a finding of Categorical Exemption per staff determination, pursuant to Section 15301(c) Class 1 of the CEQA Guidelines, and award a construction contract with Cal Valley, in the amount of $651,583 as the lowest responsive and responsible bidder for the Shields Avenue Pavement Overlay from Blackstone to Palm Avenues, and authorize the Public Works Director or designee to sign a standardized contract on behalf of the City.
EXECUTIVE SUMMARY
Shields Avenue is in a state of disrepair due to extreme old age. The proposed project will grind and overlay the existing deteriorated pavement providing a smooth riding surface for vehicular traffic along Shields Avenue between Blackstone and Palm Avenues.
