RECOMMENDATION
Staff recommends Council approve a Consulting Services Agreement with CSDA Design Group (CSDA) to provide consultant services for the Fresno Yosemite International Airport Residential Sound Insulation Program in an amount not to exceed $561,370.00 with an expected completion date no later than March 30, 2029, and authorize the Director of Aviation, or designee, to execute the documents needed for this agreement.
EXECUTIVE SUMMARY
The acoustic treatment of eligible homes in the vicinity of FAT has been ongoing since 1994 with funding from the Federal Aviation Administration (FAA) as part of its Residential Sound Insulation Program, locally known as the Sound Mitigation Acoustical Remedy Treatment (SMART) Program. To date, 1325 homes have been acoustically treated at no cost to the homeowners. In fiscal year 2026 the SMART program received grant funding from the Department of Defense (DoD) allowing the Airports SMART Program to implement the next two (2) phases of the Program, Phase 20 Bid Group 28 (16 homes) and Phase 21 Bid Group 29 (18 homes). The proposed consulting services agreement with CSDA will provide program administration, testing, design and construction management for the acoustic treatment of 34 single family residences.
