RECOMMENDATIONS

Staff recommends that the City Council adopt the 22nd Amendment to the Annual Appropriation Resolution No. 2019-133 to appropriate $38,000 and other future interest accrued from the deposit of grant funds from the HEAP Grant for HEAP related activities.

EXECUTIVE SUMMARY

The state has approved the use of accrued interest revenue from the HEAP grant for Homeless Management Information System (HMIS) licenses and related user trainings for contracted HEAP projects or for use in any previously approved HEAP budget category. Access to HMIS will allow for data tracking, performance measurement, and state reporting by projects implementing City-funded HEAP programs.

BACKGROUND

The recommended Resolution would amend the appropriations within the identified HEAP Program fund to allow for access to HMIS to provide data tracking, performance measurement, and state reporting by projects implementing City-funded HEAP programs or, should there be additional surplus funds, for supplementing current HEAP budgeted activities. Detailed adjustments are in the Amendment to the Annual Appropriation Resolution attached.

ENVIRONMENTAL FINDINGS

By the definition provided in the California Environmental Quality Act Guidelines Section 15378 this item does not qualify as a project as defined by the California Environmental Quality Act.
