RECOMMENDATION

Staff recommends that the City Council authorize the City Manager or designee to sign the Consulting Services Agreement (Attachment 1) between the City of Fresno and ConSol effective January 1, 2016 to December 31, 2017 and provide $4,600,000 in funding from the California Public Utilities Commission for testing and reporting services for the energy efficiency programs.

EXECUTIVE SUMMARY

The current Consulting Services Agreement between the City of Fresno and ConSol expired on December 31, 2015. ConSol has been successfully providing the Testing and Reporting services for the program since May 2011. A committee composed of multiple division managers, assistant director and a PG&E representative reviewed the proposals submitted through the competitive RFP process. The committee clearly found ConSol to be the most cost effective firm to provide the testing and reporting services (Attachments 2, 3 & 4) for the energy efficiency programs which will be delivered to electric PG&E customers within the counties of Kern, Kings, Tulare, Fresno, Madera, Merced, Stanislaus and San Joaquin.

Staff recommends that the City Council authorize the City Manager or designee to sign the consulting services agreement with ConSol until December 31, 2017 and provide funding for the two year contract term of $4,600,000 for the continued testing and reporting services to...
