RECOMMEND APPROVAL (to the City Council) of Plan Amendment Application No. P23-03091, which proposes to update the Planned Land Use Map (Figure LU-1), the Dual Designation Map (Figure LU-2) and text of the Fresno General Plan to incorporate the land use changes proposed in the Southeast Development Area Specific Plan
