RECOMMENDATION
Staff recommends that the City Council conduct a final hearing, declare the results of the majority protest proceedings (if any) and adopt the resolution to renew the Fresno-Clovis Tourism Business Improvement District (FCTBID) and the levy of assessments on all lodging businesses, including short-term rentals for a 10 (ten) year term beginning January 1, 2026.
EXECUTIVE SUMMARY
On October 30, 2025, the City Council approved a Resolution of Intent to Renew the Fresno-Clovis Tourism Business Improvement District (FCTBID) a Resolution Requesting Consent of the City of Clovis to Renew the FCTBID and held a public hearing on November 20, 2025 in accordance with the enabling legislation, Property and Business Improvement District Law of 1994, Streets and Highways Code section 36600 et seq. which requires the public body hold a public meeting wherein comments on the renewal of the District were heard and accepted. On December 18, 2025, a final public hearing will be held declaring results of the majority protest proceedings, and adopting this Resolution will result in the renewal of the Fresno/Clovis Tourism Business Improvement District (FCTBID) and the levy of assessments on all lodging businesses, including short-term rentals.
